The regular monthly Board of Education meeting was held Monday, June 10, 2024 in the Board Meeting Room in the Elementary Building. Administrators present were Superintendent Bland, Secondary Principal Burton and Elementary Principal Charling. President Anderson called the meeting to order at 8:00 p.m. and noted the Nebraska Open Meetings Law. Notice of this meeting was properly posted and/or published by advance Public Notice in accordance with Board Policy #2008 with notice and advance agenda given to the President of the Board and all members prior to the meeting date. Magnusson moved that Marilee Groth and Brett Johnson are absent, excused. Dane Johnson seconded the motion. There was no discussion. Voting results were: For Motion-7; Against Motion-0. Motion carried. ROLL CALL Roll Call was called with the following members present Dane Johnson, Kiley Johnson, Diane Pelan-Johnson, Tim Magnusson, Gus Ray, Henry Unwin and Aaron Anderson. REGULAR AGENDA President Anderson welcomed 2 visitors. One visitor addressed the Board. Brett Johnson arrived at 8:02 p.m. CONSENT AGENDA Ray moved that the consent agenda be approved as presented. Unwin seconded the motion. There was no discussion. Voting results were: For Motion-8; Against Motion-0. Motion carried. Items included in the consent agenda included the approval of June 10, 2024 meeting agenda; approval of claims from the General Fund in the amount of $131,356.92 and the Lunch Fund in the amount of $9,083.38; and the approval of minutes from the May 14, 2024 regular school board meeting. TREASURER’S REPORT Mrs. Bland reviewed the information on the treasurer’s report. ADMINISTRATIVE REPORTS Elementary Principal Charling gave a shout out to the staff working at the summer school program this year. Without their dedication to the program, we wouldn’t be able to run such a successful and fun program for the students. A list of multicultural activities was provided. Current PK-6th grade enrollment is 223 students, which is the same as last month and up 5 students from last year. Secondary Principal Burton reported the current enrollment for the 7th through 12th grades at 178 students and projected 24-25 enrollment of 181 students. Mrs. Burton gave a shout out to our cleaning crew and summer staff and coaches for their hard work to start the summer. Mrs. Burton reported that 17 7th – 12th grade students attended the Wayne State College STEAM Camp. This overnight camp was fully funded by a RESTORE Grant through ESU 2 and featured tracks in the arts, computer science and technology, and the medical sciences. A list of multicultural activities was provided. Several workshops and conferences are planned over the summer. Superintendent Bland updated the status on the projects that are being worked on this summer. Mrs. Bland reported that she will begin to work on the budget for next year soon and will report more next month. Due to the 4th of July holiday, the July Board meeting will be moved to July 15th with the American Civics Meeting before at 7:30 p.m. Elyce Peterson, Jade Jacobsen and Elizabeth Swanson will be sharing the after school director position. Jakob Krutilek has been hired to fill the high school janitor position that was open due to Ed Fredrickson’s retirement. We are still looking for a high school girls wrestling coach and a kitchen staff member. Mrs. Bland ended her report by reporting her available vacation and sick leave. POLICY REVIEW AND UPDATE Mrs. Bland briefly reviewed the recommended updates to several policies. APPROVAL OF HANDBOOKS Brett Johnson moved to approve the Staff, Student, After School Program, Technology 1:1 and Activity handbooks for the 2024-2025 school year as presented. Dane Johnson seconded the motion. Mrs. Bland gave a brief summary of changes to each of the handbooks. There was much discussion regarding the Secondary Good Attendance Program 2nd Semester. It was decided to change this to allow missing no more than 3 days of school during the semester to avoid taking semester tests for the 2nd semester. Voting results were: For Motion-8; Against Motion-0. Motion carried. GIRLS WRESTLING COOPERATIVE Mrs. Bland reported that she had visited with the Superintendent from Lyons-Decatur Northeast about dissolving the girls wrestling cooperative for the 2024-2025 school year. Since they have high enough numbers in their program, dissolving the cooperative will not have a negative impact on their program. Unwin moved to dissolve the girls wrestling cooperative with Lyons-Decatur Northeast and pursue an Oakland-Craig girls wrestling program with the following resolution. Kiley Johnson seconded the motion. There was no additional discussion. Voting results were: For Motion-8; Against Motion-0. Motion carried. Resolution Dissolving Cooperative Sponsorship Agreement for Girls Wrestling Whereas, the school districts of Lyons-Decatur Northeast and Oakland-Craig have a two-year cooperative agreement for high school girls wrestling. Whereas, in order to withdraw from the cooperative due to 2 separate programs being offered, one for LDNE and one for OC. Now, therefore, be it resolved by the school board of school district No. 11-0014, as follows: 1. That the cooperative agreement for high school girls wrestling be dissolved for the 2024-2025 school year; and 2. That this resolution shall be effective only if a similar dissolution action is also taken by the governing body of Lyons-Decatur Northeast Community Schools. OUT OF STATE TRAVEL REQUEST Magnusson moved to approve the out of state travel request for the Cross County program to travel to Fairplay, CO with the stipulation that a trip of this distance will only be allowable every 3 years at most. Ray seconded the motion. There was no discussion. Voting results were: For Motion-8; Against Motion-0. Motion carried. SUBSTITUTE TEACHER RATES Mrs. Bland reviewed the conference substitute teacher rates and made a recommendation to raise our daily rate. After much discussion, Unwin moved to approve the substitute teacher rate of $150 per day for the 2024-2025 school year. Kiley Johnson seconded the motion. There was no additional discussion. Voting results were: For Motion-8; Against Motion-0. Motion carried. FOOD SERVICE PRICES FOR THE 2024-2025 SCHOOL YEAR Ray moved that the school food service prices for the 2024-2025 school year be set as follows: $2.95 for elementary student lunch; $3.15 for 7th – 12th grade student lunch; $1.75 for elementary student breakfast; $1.75 for 7th – 12th grade student breakfast; $0.30 for reduced price breakfast; $0.40 for reduced price lunch and $0.55 for milk. Magnusson seconded the motion. Voting results were: For Motion-8; Against Motion-0. Motion carried. BOARD MEMBER REPORTS There were no board member reports.
