City of Oakland Council Proceedings July 29th, 2024 On July 29th, 2024, the governing body met for a regular meeting of the Mayor and City Council of the City of Oakland, Nebraska, which was held at the Municipal Building, 401 North Oakland Avenue in Oakland, Nebraska. The public had been advised of the meeting by the publication of notice in Oakland Independent as well as three public places: City Auditorium, Post Office, and First NE Bank of Nebraska. Mayor Dan Jacobs started the meeting at 7:00 p.m. with Roll Call. Council President Nathan Anderson, Council Member Jeremiah Johansen, Council Member Scott Swenson, and Council Member Denker-Rost were all in attendance. All present Voting: Aye (Anderson, Denker-Rost, Johansen, Swenson ) - 4, Nay - 0. In attendance were Clerk Kayla Eisenmenger, and Scheduled Citizens: Nate Vazquez, Caden Conrad, Justin Broekemeier, Ethan Joy, - JEO, Jeff Ray- JEO, David Deemer - Oakland Heights Director. At 7:04pm Council Member Johansen made a motion to approve the Eriksen Construction A/B Contract Application #1 in the amount of $204,095.62. Motion was seconded by Council President Anderson. At 7:11 pm Council President Anderson made a motion to approve the amendment for engineering services to comply with SHPO’s new comments concerning the demolition of the North Water Tower. Motion was seconded by Council Member Swenson. All present voting ( Swenson, Denker-Rost, Anderson, Johansen). -4, May - 0. 5. At 7:22 pm Council President Anderson made a motion to approve the Blight and Substandard Determination Study. Motion was seconded by Council Member Swenson. All present Voting: Aye (Johansen, Anderson, Denker-Rost, Swenson) - 4, Nay - 0. 6. Being the only sealed bid, a motion was made at 8:27 pm by Council Member Johansen to approve the Brummond proposal as the qualified persons to haul trash from the City Transfer Station to the landfill. Motion was seconded by Council Member Swenson. All present voting ( Johansen, Anderson, Denker-Rost, Swenson). -4, May - 0. 7. At 8:28 pm Council President Anderson made a motion to approve the Proprietary Line of Credit paid off as of 7-12-24. Discuss and Approve resigning to keep the Line of Credit for another maturity after the September 1st, 2024, maturity is up. Motion was seconded by Council Member Johansen. All present voting ( Swenson, Denker-Rost, Anderson, Johansen). -4, May - 0. 8. At 8:29 pm after discussion of the conditional use permit and building permit for Lot 18 and PTLot17 and 19, Block 48, Hulbert’s Addition, Oakland, NE, Burt County, commonly known as 703 N. Thomas Ave Council President Anderson made a motion to approve. Motion was seconded by Council Member Swenson. All present voting ( Johansen, Anderson, Denker-Rost, Swenson). -4, May - 0. 9. At 8:31pm Council President Anderson made a motion to approve the request of Keno funds to be reimbursed to Pickleball League member Evan Rennerfeldt in the amount of $106.00. Motion was seconded by Council Member Johansen. All present voting ( Swenson, Denker-Rost, Anderson, Johansen). -4, May - 0. 10. At 8:31 pm Council Member Johansen made a motion to appoint Jason Beckstrom to be on the Oakland Planning Commission board. Motion was seconded by Council Member Denker-Rost. All present voting ( Swenson, Denker-Rost, Anderson, Johansen). -4, May - 0. 11. At 8:32 pm Council Member Swenson made a motion to approve the new agreement with Heartland Natural Gas correlation with Black Hills Energy, to give a discount on the supply given to the City. Motion was seconded by Council Member Denker- Rost. All present Voting: Aye (Johansen, Anderson, Denker-Rost, Swenson) - 4, Nay - 0. 12. At 8:36 pm Council President Anderson made a motion to open the public hearing of Review and Consider funding options of the City of Oakland NE Economic Development Act with LB840 1.5% stay with the current sales tax amount 2% add the additional .5% towards the Economic Development Plan ( LB840) to allow for keeping current .5% towards "Oakland Main Street Revitalization. “Motion was seconded by Council Member Johansen. All present Voting: Aye (Swenson, Denker-Rost, Anderson, Johansen) - 4, Nay - 0. Discussing the options for what better suits the City of Oakland NE financials the Council made a motion to go into Closed Session to discuss finances in more detail. Motion was made by Council Member Swenson to close the public hearing. Motion was seconded by Council President Anderson. All present Voting: Aye (Johansen, Anderson, Denker-Rost, Swenson) - 4, Nay - 0. Motion was made by Council Member Swenson to go into a closed session. At 8:54 pm Council Member Johansen made a motion to reopen the public hearing to review and Consider funding options of the City of Oakland NE Economic Development Act with LB840 1.5% stay with the current sales tax amount 2% add the additional .5% towards the Economic Development Plan ( LB840) to allow for keeping current .5% towards "Oakland Main Street Revitalization." At 9:00 pm Council President Anderson made a motion to approve and pass Resolution 2024-8 ""League Association of Risk Management 2024-25 Renewal" following the contribution credit option: 180 Day Notice 3-year commitment with a 5% discount making the total contribution of $130,268.00.Motion was seconded by Council Member Swenson.
