VILLAGE OF DECATUR REGULAR BOARD MEETING July 11th, 2024 @ 5:30 PM NOTE: Everyone must use the microphones at the table. The audience must be quiet during the meeting. If you want to ask a question and you are not on the agenda, you must raise your hand, get permission from the Chairman, and come to the microphone before speaking. If you are on the agenda the same rule applies. THE VILLAGE BOARD HAS THE RIGHT TO MODIFY THE AGENDA AT THE REGULAR MEETING WHEN CONVENED. MEETING IS OPEN TO THE PUBLIC. A COPY OF THE OPEN MEETINGS ACT IS LOCATED ON THE NORTH WALL. A COPY OF THE MEETING NOTICE WAS POSTED AT THE CITY HALL, POST OFFICE, FIRST NEBRASKA BANK, AND DECATUR EXPRESS. The guests signing in were: Rex Sears and Rod Nelson. 1) REGULAR MEETING CALLED TO ORDER BY CHAIRMAN SIECKE. Roll Call: Hightree-yes, Kirschenman-yes, Siecke-yes, Troutman-yes, Warren-yes. Quorum Present-yes 2) EXCUSE BOARD MEMBERS NOT ATTENDING THE MEETING: All were present. 3) AGENDA AND MINUTES OF THE PREVIOUS MONTH'S MEETING RECEIVED: Roll Call: Hightree-yes, Kirschenman-yes, Siecke-yes, Troutman-yes, Warren-yes. 4) APPROVAL AND/OR CORRECTION AND SUSPENDED READING OF THE PREVIOUS MONTH MINUTES. There were none. Roll Call: Hightree-yes, Kirschenman-yes, Siecke-yes, Troutman-yes, Warren-yes. 5) REPORTS OF OFFICERS, BOARDS AND OR COMMITTEES: 1. Police: Monthly Report. Police Report Traffic: Three Warnings, One Citation. Assist other agencies: Five. Calls to Service: Three. No Arrests. City Ordinances: Five contacts, two citations. A. Police Application. Tabled until Siecke speaks with Chief Sparks. 2. Lights: Monthly Report No meters pulled. 3. Water & Sewer: Monthly Report. A. Water Loss Report. 1% water loss. 4. Parks: Monthly Report A. June 2024 Income of $7,332.29 B. Campground after flooding. Warren stated Lower Beck Park should be able to open at 4:00 PM on Friday, July 12, 2024. The campers that were there when the flooding occurred will get first chance to keep their spot. If someone does not want to take that spot back, then it will be open to others. Troutman asked if everything was working at the campground? Warren stated it was. Kirschenman asked if a berm could be placed along the creek side of the Beck Park? Siecke stated if we put a berm up, they would have to have a tube placed also, due when it rains that is where the west side of Beck Park drains. The Board talked about the walk bridge at Beck Park. The flood has washed away all the rock on the park side. With the sandbar being gone, there is really no way to get down underneath and put more rock. Warren is going to speak with Ryan Smith and ask if his company could foam under the walk bridge. The landing at the boat ramp needs to be fixed, where it has washed out. The Board agreed to have Warren speak with Smith about these issues. 5. Streets: Monthly Report A. July 2024 Highway Allocation-$7,082.10, Motor Vehicle Fees-$1,396.09 B. June 2024 Sales Tax-$14,950.37-1/2 to LB840. There are a lot of pot holes where there has been water leaks, and where the water main was replaced. John Mussack’s Street has a huge pot hole that needs fixed. Alan Frese road needs work and the road behind Jason Troutman’s. The tube needs replaced on 5th Avenue. Kirschenman has talked with Larry McCullock (Maintenance Supervisor). 6. Sears Center: Monthly Report A. Sears Center West Door. Mike Miller From SEI was here on 07/09/2024 to give a bid for a new system. Matt Connealy and Hightree were there with Mike from SEI. As of today, we had not received the bid. 7) NEW BUSINESS 1. Rex Sears-Stop Sign on 5th Avenue and 10th Street. Rex came to the table, he asked to have a stop sign placed on 5th Avenue coming from the Cemetery. The Board felt if they place a stop sign on the north side of 5th Avenue, they should place one on the south side of 5th Avenue. The Board will have to pass a Resolution to place the stop signs. Rex Sears had photos of a four-wheeler being driven by an adult that had a child as a passenger, and a child driving a three-wheeler. According to our Ordinance, no one is to have a passenger on a four-wheeler, and you have to have a Class O Driver’s license. Sears asked if we had a full-time Officer? We do not, not for the Village’s lack of trying. 2. Jennifer Penny-Splash Pad. Was not here. 3. Planning Commission Meeting Minutes. Rod Nelson (Chairman of the Planning Commission) He stated the Planning Commission had their quarterly meeting on June 19, 2024 at 7:00 PM. Also on the agenda was Andrew Mitchell asking for a two-foot variance. Andrew Mitchell did not completely fill out the Building Permit Application, nor the Variance Application. The Board agreed that no Building Permit or Variance will be issued until those Applications are filled out completely. Nelson stated that the Planning Commission voted 3-2 in favor of the variance. There were no meeting minutes presented to the Village Board, due to Nelson not having a secretary. The Planning Commission got to meet the new Zoning Administrator, Jeff Meyer. 4. Resolution #192, Signing the Preliminary Engineering Services Agreement #1 Between Village of Decatur, NE and Mainelli Wagner and & Associates, Inc. This Resolution pertains to the Broadway Bridge. Hightree made a motion to pass Resolution #192, Signing the Preliminary Engineering Services Agreement #1 Between Village of Decatur, NE and Mainelli Wagner and & Associates, Inc. Warren seconded the motion. Roll Call: Kirschenman-yes, Siecke-yes, Troutman-yes, Hightree-yes, Warren-yes. As soon as the Village receives the signed copy back from NDOT, this Resolution will be published. 5. Cass Plumbing & HVAC UC-Estimates for either replacing compressor in Carrier Heat Pump at $3,390.00 or Replace Carrier Heat Pump at $4,975.00. Warren asked if we had to put another heat pump in? Siecke stated that we almost have to, install another heat pump, due to them being twinned. (So that they run at the same time). Kirschenman asked why we didn’t replace all of the heat pumps. Siecke stated that it would cost around $20,000.00 to replace them. Hightree made a motion to purchase and replace heat pump, the bid includes new 3-ton heat pump, labor and materials for labor to install for $4,975.00. Troutman seconded the motion. Roll Call: Kirschenman-yes, Siecke-yes, Warren-yes, Hightree-yes, Troutman-yes. 6. Electric Pump bid for pumps at the 2nd Avenue Lift Station-$33,005.00. Siecke asked if the electrical is included in this price? Troutman stated it was. Warren made a motion to accept the bid from Electric Pump for purchasing the pumps for the Lift Station on 2nd Avenue. Hightree seconded the motion. Roll Call: Kirschenman-yes, Siecke-yes, Troutman-yes, Warren-yes, Hightree-yes. 7. Generac Generator Preventative Maintenance Agreement. Annual Maintenance Agreement (1 service call) is $550.00. Annual Service Agreement (2 service calls) $900.00. Hightree made a motion to do the 1 Service Call for $550.00. Kirschenman seconded the motion. Roll Call: Siecke-yes, Troutman-yes, Warren-yes, Hightree-yes, Kirschenman-yes. 8. Burt Count Public Power Bid to replace pole on 11th Street-$2,750.00, Primary on 1st Street-2,450.00, Pole by walk bridge-$1,040.00. The pole at the walk bridge will be paid for by Marina. Pop-N-Doc’s hired someone to clear trees out of the marina and caught the wire with the Telehandler and tore the wire and light off and broke the pole. Mark Kwikkel stated that he would pay to replace the pole. Troutman made a motion to go ahead with the three electrical projects. Warren seconded the motion. NDOT and IDOT will be here July 15, 2024 to inspect the Nebraska-Iowa Bridge. 3. Information from NENEDD. Hightree stated that we will need to have another survey done to find out the Village of Decatur’s LMI. (Low to Moderate Income) 4. Are there any questions or comments from the audience? There were none. 9) APPROPRIATIONS AND CONSIDERATION OF THE CLAIMS: 1) Claims preapproved by Warren and Troutman. Two additional claim after bills were preapproved. KH Insurance $269.00 Inland Marine coverage for Generac Generator. Quadient $600.00 Postage 2) Motion to Approve the Claims as submitted Troutman made a motion to approve the claims. Warren seconded the motion.
