City of Oakland Council Proceedings JUNE 17TH, 2024 On June 17th, 2024, the governing body met for a regular meeting of the Mayor and City Council of the City of Oakland, Nebraska, which was held at the Municipal Building, 401 North Oakland Avenue in Oakland, Nebraska. The public had been advised of the meeting by the publication of notice in Oakland Independent as well as three public places: City Auditorium, Post Office, and First NE Bank of Nebraska. Council President Anderson started the meeting at 7:00 p.m. with Roll Call. Council President Nathan Anderson, Council Member Jeremiah Johansen, Council Member Scott Swenson, and Council Member Denker-Rost were all in attendance. Excused :Mayor Dan Jacobs. At 7:11 pm Council Member Johansen made a motion to open public hearing on the Johnson Subdivision Final Plat. Motion was seconded by Council Member Swenson. Mr. Kreikemeier discussed the Johnson Subdivision Final Plat, East property line, and the CenturyLink easement that had to be adjusted. Their easement is about 16.5 feet then the City Right-Of-Way would be 10 ft. Would be nine (9) single-family lots in the R1 zoning. Still need to work on an Ordinance for the annexation. At 7:15 pm Council Member Johansen made a motion to close the public hearing on Johnsons Subdivision Final Plat. Motion was seconded by Council Member Swenson. At 7:47pm Council Member Johansen made a motion to approve the Oakland Chamber to use the City of Oakland budgeted tourism funding of $2,500 for the Party in the Park event July 3rd, 2024.Motion was seconded by Council Member Denker-Rost. At 7:48pm Council Member Johansen made a motion to approve the for proposal as a unit price contract with CTS (Certified Testing Services). In an estimate of $15,000 - $17,000 worth of work the City will only be billed for the work completed on the project. JEO provided CTS with a list of the estimated work needed for the project. List included services for the following tests, which are required during construction: Materials Testing: o Appurtenant Laboratory Tests on Soil Materials  Phase: To be taken pre-construction to define in-situ soil properties. • 2-3 standard proctors (One within the WTP site and 1-2 for fill material location TBD by contractor) • 2 trip to site o Compaction Tests on Subgrade and Compacted Site Grading and Fill  Phase: To be conducted periodically throughout the entire construction phase as needed • 75 compaction tests • 25 trips to site o Concrete Strength Testing  Phase: To test concrete materials associated with cast-in-place structures, foundation footings, walls, concrete slabs, building floor and footings, pavement and sidewalk. • 40 Compressive Strength Tests (of concrete cylinder) • 10 trips to site Motion was seconded by Council Member Denker-Rost.
