NOTICE OF PUBLIC HEARING ON AN APPLICATION FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM NOTICE IS HEREBY GIVEN that on July 9, 2024, in the City Hall the City of Lyons will hold a public hearing concerning an application to the Nebraska Department of Economic Development for a Community Development Block Grant (CDBG). This grant is available to local governments for community/ economic development activities. The City of Lyons is requesting $435,000 of CDBG funds to implement infrastructure improvements in the City’s downtown business district. Infrastructure improvements include streets, curbs, gutters, and sidewalks on Main Street from 1st through 4th Street. An additional $25,000 will be used for general administration of the grant and another $10,000 will be used for construction management. The City of Lyons will provide matching funds in the amount of $100,000. The total project cost with grant administration and construction management is $535,000. All CDBG funds will benefit at least 51.4% of low-to-moderate (LMI) people; no persons are anticipated to be displaced as a result of CDBG activities, however, the City will follow its plan for assisting persons actually displaced. The grant application will be available for public inspection at City Hall. All interested parties are invited to attend this public hearing at which time you will have an opportunity to be heard regarding the grant application. Written and oral testimony will also be accepted at the public hearing scheduled for 5:30 p.m., July 9, 2024, at the City Hall, 335 Main St. Written comments addressed to Whitney Anderson, City Clerk, at P.O.
