NOTICE OF PUBLIC HEARING CITY OF LYONS, NEBRASKA CITY COUNCIL The City Council of the City of Lyons will hold a public hearing on October 9, 2025, at 5:30 p.m. at the Lyons City Hall, 335 Main Street, Lyons, Nebraska 68038, to consider and possibly take action on the following: “2025 City of Lyons Blight Study,” “2025 City of Lyons Downtown Area Blight Study,” and “2025 Lyons Redevelopment Plan,” pursuant to the Community Development Law, Neb. Rev. Stat. sections 18-2101 et seq., whereby the following portions of the City may be declared blighted and substandard and in need of redevelopment pursuant to the Community Development Law and said Redevelopment Plan may be approved: Approximately 197.11 acres generally bound by U.S. Highway 77 between Lincoln Street and the north line of the South 247’ of Lot 1, Morgan Addition (east); Lincoln Street between U.S. Highway 77 and S. 5th Street, Diamond Street between S. 5th Street and S. 2nd Street, and Crystal Street between S. 2nd Street and S. 1st Street (south); S. 1st Street/S. 1st Avenue between Crystal Street and State Street (west); and State Street between S. 1st Street and S. 4th Street, Logan Avenue between N. 4th Street and Cemetery Road/N. Cemetery Street, and the north line of an approximately 14.18 acre tract located in the Northeast Quarter of the Northeast Quarter of Section 25, Township 23 North, Range 8 East of the 6th P.M. and the north line of the South 247’ of Lot 1, Morgan Addition (north) (“2025 City of Lyons Blight Study” and “2025 Lyons Redevelopment Plan”); and An area of the City’s downtown generally bound by N. 4th Street/S. 4th Street between State Street and the alleyway adjacent to and north of Blocks 1, 2, and 3, City of Lyons (east); State Street between S. 4th Street and S. 1st Avenue (south); S. 1st Avenue between State Street and the alleyway adjacent to and north of Blocks 1, 2, and 3, City of Lyons (west); and the alleyway adjacent to and north of Blocks 1, 2, and 3, City of Lyons (north) (“2025 City of Lyons Downtown Area Blight Study”). Maps of the above-referenced portions of the City that may be determined to be blighted and substandard and copies of the above-referenced studies and Redevelopment Plan may be viewed at the City Clerk’s office, 335 Main Street, PO Box 598, Lyons, Nebraska 68038-0598, telephone number (402) 687-2485. At said time and place all interested persons and citizens shall have an opportunity to be heard, the City Council will receive the advice and recommendation of the Planning Commission, and the City Council will determine whether the above-referenced portions of the City should be determined to be blighted and substandard and whether the above-referenced Redevelopment Plan should be approved, all pursuant to the Community Development Law.
