VILLAGE OF DECATUR SPECIAL BOARD MEETING June 30th, 2025 @ 4:30 PM NOTE: Everyone must use the microphones at the table. The audience must be quiet during the meeting. If you want to ask a question and you are not on the agenda, you must raise your hand, get permission from the Chairman, and come to the microphone before speaking. If you are on the agenda the same rule applies. THE VILLAGE BOARD HAS THE RIGHT TO MODIFY THE AGENDA AT THE REGULAR MEETING WHEN CONVENED. MEETING IS OPEN TO THE PUBLIC. A COPY OF THE OPEN MEETINGS ACT IS LOCATED ON THE NORTH WALL. NOTICE WAS PUBLISHED IN THE LYONS MIRROR-SUN FOR TWO CONSECUTIVE WEEKS. There were no guests signing in. The guests not signing in were Jerry Santos and Sergeant Brittany Hedlund. 1) SPECIAL MEETING CALLED TO ORDER BY CHAIRMAN ANDERSON Roll Call: Anderson-yes, Hightree-yes, Kirschenman-yes, McCullock-yes, Troutman-yes. Quorum Present-yes 2) EXCUSE BOARD MEMBERS NOT ATTENDING THE MEETING: All were in attendance. 1. Village of Decatur intends to file an application to USDA Rural Development for financial assistance in the amount of $30,000.00 for assistance with the water system. The proposed project and to provide the opportunity for public comment. The Village is applying for Grant funding from the USDA for use on repairing the water reservoir and replacing the old water line on North 4th Avenue. This application is for the Engineering phase of the 4th Avenue water main replacement and maintenance on the reservoir. Kirschenman asked if the costs of the water reservoir and replacement of the water line on North 4th Avenue will be placed in the new budget? It was stated that it will be added to the new budget, so if we do get a grant or low interest loan, it will be in the budget. The application has been finished except for the Public Comments, and downloading the plans for the 4th Avenue water main replacement. The Village has to give the public a chance to ask questions and give the Board their opinions. The notice has run in the Lyons Mirror-Sun for 2 weeks and notices were hung at the Post Office, City Hall, Decatur Express and First Nebraska Bank. Brickyard Consulting is the Village’s Appointed Engineering Firm. Anderson asked if USDA would help with the application process? Anthony Gunther has helped a lot, and there are instructions on line to help with the process. Anderson asked if NENEDD could help, the Clerk stated she did not know? There is a binder that has all of the information about and how to apply. Anderson stated that he thought there would be residents that came to the meeting to find out more information, he stated that there was no one that came to the meeting. The board discussed the bid received from Tank Maintenance Solutions for the repairs to the reservoir. The bid was given to the Village in August of 2024. Therese and Jason will contact Jerod with TMS tomorrow to ask about the bid. With TMS they will have to drain the reservoir completely to reline the reservoir, due to no guarantee of the work if the tank still has water in it. Anderson asked how much the bill was when the company cleaned and inspected it? Total price of repairs is $101,956.72. 2. Hiring of a non-certified Police Officer. Jerry Santos and Sergeant Hedlund came to the table. Jerry Santos is a Corrections Officer at the Dakota County Sheriff’s Office. He has always wanted to become a Police Officer. He is not able to move to Decatur at this time. Sergeant Hedlund stated that the Academy is a lot of hard work. She explained the requirements to the Board members and to Jerry. She will schedule some sample testing (written and agility) to see how Jerry does. The Academy is 16 weeks long. She will also do the background check. Anderson stated to Jerry that the Village of Decatur would like to have at least a 3-year commitment. Jerry lives in Iowa he would have to have a Nebraska Driver’s License to go to the Nebraska Academy. Sergeant Hedlund will look into this. Sergeant Hedlund and Jerry will keep in contact with each other. Kirschenman made a motion to get the testing started. McCullock seconded the motion.
