VILLAGE OF DECATUR REGULAR BOARD MEETING MEETING MINUTES September 10th, 2026 @ 4:30 PM NOTE: Everyone must use the microphones at the table. The audience must be quiet during the meeting. If you want to ask a question and you are not on the agenda, you must raise your hand, get permission from the Chairman, and come to the microphone before speaking. If you are on the agenda the same rule applies. THE VILLAGE BOARD HAS THE RIGHT TO MODIFY THE AGENDA AT THE REGULAR MEETING WHEN CONVENED. MEETING IS OPEN TO THE PUBLIC. A COPY OF THE OPEN MEETINGS ACT IS LOCATED ON THE TABLE BY THE SIGNIN SHEET. A COPY OF THE MEETING NOTICE WAS POSTED AT THE CITY HALL, POST OFFICE, FIRST NEBRASKA BANK, AND DECATUR EXPRESS. The Village Board reserves the right to go into executive session for matters appropriate under the Nebraska Open Meetings Act. Guests signing in were: Christy Purcell, Bill Mueller, Jason Stammer, Rashelle Rickers, Bill Rickers, David Hause, Julie Metcalf, Ray Metcalf. 1) REGULAR MEETING CALLED TO ORDER BY CHAIRMAN ANDERSON Roll Call: Anderson yes, Hightree yes, Kirschenman-absent, McCullock-yes, Troutman-yes Quorum Present? yes 2) EXCUSE BOARD MEMBERS NOT ATTENDING THE MEETING: Kirschenman did not call, so this will be unexcused absence. 3) AGENDA AND MINUTES OF THE PREVIOUS MONTH'S MEETING RECEIVED: Roll Call: Anderson yes, Hightree -yes, Kirschenman-absent, McCullock-yes, Troutman-yes 4) APPROVAL AND/OR CORRECTION AND SUSPENDED READING OF THE PREVIOUS MONTH MINUTES. Roll Call: Anderson yes, Hightree-yes, Kirschenman-absent, McCullock-yes, Troutman-yes 5) REPORTS OF OFFICERS, BOARDS AND OR COMMITTEES: 1) Police: Monthly Report The Board did receive the police report, the clerk was not able to print the report out. There were 10 calls of service. 2) Lights: Monthly Report One meter pulled for non-payment. All of the new breakers/cutouts have been installed. Anderson asked if we had received an estimate for replacing electric poles? Hightree stated that we have not. The gentleman that wants to purchase one of the metal poles at the sewer plant has paid $40.00. The total costs for purchasing the pole are $500.00. Hightree and Troutman both stated to let the guys know that he cannot take it without full payment. 3) Water & Sewer: Monthly Report The motor has been replaced at the sewer plant. Layne Granite was here testing the wells. One well did not test very well, so it will have to be rehabbed. 4) Parks: Monthly Report–August Income of $11,441.00. The new epoxy flooring is being installed in both bath houses at Beck Park. The Splash Pad will be closing for the season on September 11th. The Carson Foundation gifted the landscaping around the new pavilion at Beck-Busse Campground, that will be starting in the next couple of weeks. 5) Streets: Monthly Report A. September Highway Allocation -$7,215.44. B. June 2026 Sales Tax Received in August 2026 $7,734.83, $5,559.55 to LB840. The Clerk stated that any street that is not the right width, the Village cannot use funding that comes from the State for these streets. The 5th Avenue Street project has not been started. Anderson will call the Engineer to see when this project will be started. 6) Sears Center: Monthly Report 1. Ladies Bathroom Door. Hightree stated that it now closing properly. The door to the west side of the Sears Center needs to be replaced. We received a bid to replace the two doors and it will cost around $8,200.00. The Board will talk with Sears Center Committee. Troutman made a motion to move this item to the September 22, 2026 special meeting. Hightree seconded the motion. Roll Call: Anderson-yes, McCullock-yes, Troutman-yes, Hightree-yes. Motion Carries. The sign at the Sears Center is now working again. 7) Community Center Building Report 1.Red Rock Behind Monuments at City Hall. The clerks would like to add red rock behind the monuments at City Hall, it is mostly weeds, and possibly plant some flowers between the monuments. Hightree made a motion to add red rock behind the monuments at City Hall. McCullock seconded the motion. Roll Call: Anderson-yes, Troutman-yes, Hightree-yes, McCullock-yes. Motion Carries. 8) Cleanup Updates from Signal 652 West 7th Street, 1132 South 4th Avenue, Pipeline Lot on Riverview, 1053 South Broadway, Parcel #530501400, 340 East 11th Street, (431 B West 6th Street to be demolished), 540 West 7th Street, 653 North 5th Avenue, 340 East 10th Street, 470 West 6th Street, Parcel #110801600, 441 West 3rd Street, 340 East 8th Street, 340 East 9th Street, 540 West 10th Street, 212 North 4th Avenue, 351 East 8th Street, 370 East 11th Street, 471 West 11th Street. Anderson stated there will be an additional Signal Case on the September 22, 2026 agenda. 6)NEW BUSINESS 1. Broadway Brothers LLC-Close Street for Bag Tournament. Troutman made a motion to allow Broadway Brothers closes the west half east 8th street for a bag tournament on September 19 from 11:00 AM to 12:00 PM. McCullock seconded the motion. Roll Call: Anderson-yes, Hightree-yes, Troutman-yes, McCullock-yes. 2. Art Henneman-431-B West 6th Street/Abatement. Art Henneman asked the board for an extension on the 431-B West 6th Street if he is able to purchase the property. Troutman made a motion to give an additional 30-day extension to Art Henneman if he purchases and has the deed to the property. Hightree seconded the motion. Roll Call: Anderson-yes, McCullock-yes, Troutman-yes, Hightree-yes. 3. David Hause-Sewer David has gone to sewer class and passed his exam to become a certified sewer operator. Anderson stated that at a meeting it was stated that when he received his certificate, he would get a $2.00 raise. Anderson also stated that this is the first time in 25 years that someone has passed the exam. Hightree made a motion to give David a $2.00 per hour raise for passing the sewer certification exam, and will be added immediately. McCullock seconded the motion. Roll Call: Anderson-yes, Troutman-yes, Hightree-yes, McCullock-yes. Motion Carries. 4. Tooly’s Bottle Shop - LB840-Renovations/Concrete. Tooly’s Bottle Shop is asking for a grant to replace concrete and update some things on the inside of the building. The bids received were $21,025.00 for concrete and updates to the inside of the building from Feiling Cabinetry. $23,326.00 for just replacing concrete. Hightree made a motion to give a grant from LB840 in the amount of $21,000.00 to Tooly’s Bottle Shop. Troutman seconded the motion. Roll Call: Anderson-yes, McCullock-yes, Hightree-yes, Troutman-yes. Motion Carries. 5. Proclamation for Arbor Day Anderson read the Arbor Day Proclamation. WHEREAS In 1872, J. Sterling Morton proposed to the Nebraska Board of Agriculture that a special day be set aside for the planting of trees; NOW, THEREFORE, I Lance Anderson, Chair of the Decatur Village Board, do hereby proclaim the last Friday in April as ARBOR DAY in the Village of Decatur, and I urge all citizens to celebrate, support efforts to protect trees, and plant trees to promote the well-being of present and future generations. Troutman made a motion for Lance Anderson, Chair of the Decatur Village Board to sign the Arbor Day Proclamation. Hightree seconded the motion. William Mueller stated to the Village Board that Nebraska Public Power District will be discontinuing the support for the Website at the end of 2027. The Village Clerk will contact Applied Connective to have them help us set up a new website. 7. Budget Hearing-September 22, 2026 at 4:30 PM. Budget has to be in by September 30, 2026. 8. Rickers email yard and driveways. Rashelle and William Rickers came to the podium to discuss their driveways and landscaping from the Second Avenue Sewer Project. There was discussion. Hightree made a motion to send this to the Village Attorney. Troutman seconded the motion. Roll Call: Anderson-yes, McCullock-yes, Hightree-yes, Troutman-yes. 7) CORRESPONDENCE AND ANNOUNCEMENTS 1. Next Regular Board Meeting, Thursday, October 8th, 2026 at 4:30 PM. 2. Weather permitting the dump will be open the 1st and 3rd weekends. Saturday 8:00 AM to 12:00 PM Sunday 1:00 PM to 5:00 PM 3. Are there any questions or comments from the audience? All of the ash trees will be taken to the dump and burnt. Bill Mueller asked if the Village will call 811 for the stump grinding locates. The Village will call in the locates for the camp ground. The contractors will call in locates for the rest of the stump grinding. Christy Purcell asked if there is anymore that they can do to not have Signal88 come to their property. Anderson stated that we are still waiting on the drawings from the surveyor. Anderson stated also that they need to check with Signal88. She wants to know if they can leave the things on the Village property? Anderson stated we are still waiting on the survey. The issues that are happening, is due to people not having their properties surveyed. From now and in the future, we will not issue building permits without knowing where the survey pins are at. 8) APPROPRIATIONS AND CONSIDERATION OF THE CLAIMS: 1) Claims preapproved by Hightree, Troutman, Anderson. 2) Motion to Approve the Claims as submitted Troutman made a motion to approve the claims as submitted.
