VILLAGE OF DECATUR REGULAR BOARD MEETING June 11th, 2026 @ 4:30 PM NOTE: Everyone must use the microphones at the table. The audience must be quiet during the meeting. If you want to ask a question and you are not on the agenda, you must raise your hand, get permission from the Chairman, and come to the microphone before speaking. If you are on the agenda the same rule applies. THE VILLAGE BOARD HAS THE RIGHT TO MODIFY THE AGENDA AT THE REGULAR MEETING WHEN CONVENED. MEETING IS OPEN TO THE PUBLIC. A COPY OF THE OPEN MEETINGS ACT IS LOCATED ON THE EAST WALL BY THE SIGN IN SHEET. A COPY OF THE MEETING NOTICE WAS POSTED AT THE CITY HALL, POST OFFICE, FIRST NEBRASKA BANK, AND DECATUR EXPRESS. The Village Board reserves the right to go into executive session for matters appropriate under the Nebraska Open Meetings Act. Troutman made a motion to excuse McCullock from the meeting. Hightree seconded the motion. Roll Call: Anderson-yes, Kirschenman-yes, Troutman-yes, Hightree-yes Motion carries. 3) AGENDA AND MINUTES OF THE PREVIOUS MONTH'S MEETING RECEIVED: Roll Call: Anderson-yes, Hightree-yes, Kirschenman-yes, McCullock-yes, Troutman-yes 4) APPROVAL AND/OR CORRECTION AND SUSPENDED READING OF THE PREVIOUS MONTH MINUTES. Roll Call: Anderson-yes, Hightree-yes, Kirschenman-yes, McCullock-yes, Troutman-yes 5) REPORTS OF OFFICERS, BOARDS AND OR COMMITTEES: 1. Police: Monthly Report The Board looked through the Police report. A. Training for Advanced Hostage & Crisis Negotiations for Officer Sparks. Anderson stated that he is taking care of his own meals and travel. Troutman made a motion for Sparks to attend the Training for Advanced Hostage & Crisis Negotiations. Hightree seconded the motion. Roll Call: Anderson-yes, Kirschenman-yes, Troutman-yes, Hightree-yes. Motion carries. 2. Lights: Monthly Report Everything was pretty much paid. Hightree stated we have an issue with one of our resident’s utility bills. He was several months behind and then the Village received a Dr.’s note from the residents Dr. The Dr.’s note will only postpone the disconnection for 30 days. The resident did receive assistance for the electrical part of bill, but did not cover water, sewer and garbage. This has been an ongoing issue. Hightree will discuss this with the Village Attorney. Kirschenman asked how the Maple Villa was doing with their utilities? It was stated that they are doing fine and are making extra payments. 3. Water & Sewer: Monthly Report Keenan Johnson was here this week working on the Mapping of water shutoffs and sewer manholes. He has looked at the reservoir and pump station also. The Village received a grant from the state to do this mapping project. Once the project is completed the Village will be reimbursed $9,000.00 and the Village will pay the remaining $1,000.00. Troutman stated that all these shutoffs and manholes have to be located. The Village locator has quit working, so we will have to get another one coming. 4. Parks: Monthly Report – May Income of $17,055.83 Anderson stated that the board is addressing the concerns at Beck Park. There are a lot of updates taking place at the Campground. He stated that we are one person down in the maintenance department. The Village has hired some contract work to be done around the Village. It was guaranteed to the Village that the pavilion would be done by June 15th . Depending on the contractors working we do not know if the splash pad will be open this weekend. There is landscaping being done at the campground. The fish cleaning station is up and going, the Village is going to add some posts in front so no one runs into it. The log by the storm shelter has been removed and fencing has been installed. We are receiving bids to update the two small shelters by the river to match the fish cleaning station, and do the floors in the both of the shower houses. 5. Streets: Monthly Report A. June Highway Allocation-$7,039.14 B. Sales Tax Received in May 2026 $8,978.80, $4,132.73 to LB840. Kirschenman stated the road leading into the campground needs work, Anderson stated that Larry is going to fill those holes with cold mix. The road by the Maple Villa and the Marina Road will be patched. We have not heard anything from the contractors about having 5th Avenue repaired. We will have our engineer check into this. 6. Sears Center: Monthly Report Anderson and Troutman meant with the ADHOC Committee about the replacement of the dry sprinklers at the Sears Center. The ADHOC Committee will be meeting again to see if the improvements can be made. The light has been replaced in the kitchen area. 7. Community Center Building Report The rock has been put down behind City Hall. Therese tried to turn on the air conditioning at the hall today, and the thermostat just went blank. She will get a hold of Steve Cass to look at the air conditioning. 8. Ricker Driveway This agenda item was tabled until we can speak with the Village attorney. Troutman made a motion to table the agenda item number 1 under old business until next month. Hightree seconded the motion. Roll Call: Anderson-yes, Kirschenman-yes, Troutman-yes, Hightree-yes. Motion Carries. 7) NEW BUSINESS 1. Tree Board Grant Information. The Tree Board applied for a grant for the removal and replacement of trees from Plant Nebraska, in the amount of $111,183.50. This grant will replace 35 Ash Trees and 30 additional trees to the Village of Decatur. This grant is a two-year process. The Decatur Canopy Replacements and & Improvements Budget Narrative. Two Board members went to First Nebraska Bank to see if they would work with the Village, due to the process of getting reimbursed could take 60-120 days. This would be a revolving loan through the bank. The invoices will get sent to the bank and they will pay the invoices and we will turn the invoices into Plant Nebraska and the reimbursement will be sent directly to First Nebraska Bank to pay off the revolving loan. There is a copy of the map for tree removal and replacement, a copy of the budget narrative and the SOW Document at the Village office if anyone would like to see it. The Tree Board requested a pickup and tank to water the new trees when it comes time to plant. The Tree Board can use the blue pickup and Troutman stated he could get a tank for water. Because this is a large project the Village will have to put this out for bids for removal and planting. This is just a summary of the two-year project. 2. Mike Madsen Resignation. Troutman made a motion to accept Mike Madsen’s resignation. Hightree seconded the motion. Roll Call: Anderson-yes, Kirschenman-yes, Troutman-yes, Hightree-yes. Motion Carries. 3. Full-Time Maintenance Applications. The Board received five applications for full-time maintenance position. They will schedule interviews for next week. 4. Benches for North Park. The Board has received two requests for benches at North Park. Anderson stated that if anyone would like to donate a bench in memory of a loved one, the Village would pour a concrete pad for them to set on. 5. Companies for Property Cleanup. Our Signal88 representative has given the Board a copy of companies that do property cleanup, we will contact them to see if anyone of them would be interested. 6. Run ad for Part-time custodial person. The Clerk will run the same ad as before, position is open until filled, and will put on the Decatur Facebook page. 7. Community Club/Jerry Dunning-Use lot east of concession stand for tractor pull. Hightree made a motion to allow the Community Club/Jerry Dunning permission to use the lot east of the concession stand, and the concession stand of the for the Antique Tractor Pull on Sunday, June 21, 2026. Troutman seconded the motion. Roll Call: Anderson-yes, Kirschenman-yes, Hightree-yes, Troutman-yes. Motion Carries. 8. Bid for property located in Block 90, Lots 18-19 & part of lot 17, and alley. The Board received one bid from Nico Hardeman in the amount of $24,000.00. The business plan is to use the property for a 2-4 bay self-service car wash, automatic car wash, vacuum station, small launder mat and dog washing station, with a parking and waiting area. The Legion Fireworks Stand will have to move due to the power being disconnected for the scrap tire collection, the cost would be around $2,000.00 to have it put back. It was suggested that they move closer to the recycling building where there is power that they could hook up to, or possibly put it by the gazebo on Broadway. Anderson stated that they could possibly ask the Green Lantern to use part of their parking lot, the Village has power there that they could use. 8) CORRESPONDENCE AND ANNOUNCEMENTS 1. Next Regular Board Meeting, Thursday, July 9th, 2026 at 4:30 PM. 2. Weather permitting the dump will be open the 1st and 3rd weekends. Saturday 8:00 AM to 12:00 PM Sunday 1:00 PM to 5:00 PM 3. The Street Sweeper will be here on June 17, 2026. Please Park Vehicles off streets. 4. 46th Annual Riverfront Days-June 19-21, 2026, pamphlets for information are available at businesses in Decatur. Kirschenman stated that he is not running for the Village Board for the next election.
