If you want to ask a question and you are not on the agenda, you must raise your hand, get permission from the Chairman, and come to the microphone before speaking. The Village Board reserves the right to go into executive session for matters appropriate under the Nebraska Open Meetings Act. Roll Call: Anderson-yes, Hightree-yes, Kirschenman-yes, McCullock-yes, Troutman-yes 5) REPORTS OF OFFICERS, BOARDS AND OR COMMITTEES: 1. Police: Monthly Report The Board went through the monthly police report. There has been a string of lawn mower thefts, lawn mower and power tools from the Maple Villa trailer theft (but left trailer in the middle of the street due to flat tires). Coolers being taken from the camp ground. Anderson stated maybe we could take donations from the community and start a reward fund. Troutman stated that we should talk to Interim Chief Hedlund and see what her thoughts are. 2. Lights: Monthly Report 2 poles are needing replaced at the marina. In the next couple of weeks Burt County Public Power will be replacing more cutouts. Burt County Public Power will give us a 48-houur notice. Hightree will talk to Burt County Public Power about the light at the school. 3. Water & Sewer: Monthly Report The Village is working with the State with our sewer testing. We are waiting for the results for the July tests. One of the pumps at the sewer plant has been fixed. Troutman and Larry McCullock are getting quotes for new blowers at the sewer plant. Anderson stated that he would like to get Skylar in for his sewer test. Troutman stated he will call Mike McBride to try and get something scheduled. 4. Parks: Monthly Report – June Income of $11,832.70. A. Bid for Restroom Floors at Beck Park from Lincoln Epoxy Flooring for $7,039.97. The board would like to do both shower houses at Beck Park with the epoxy up the wall two foot. Anderson spoke with the contractor and the bid would be good until after Labor Day. Hightree made a motion to accept the bid from Lincoln Epoxy to do the floors and base on both shower houses. McCullock second the bid. Roll Call: Anderson-yes, Kirschenman-yes, Troutman-yes, Hightree-yes, McCullock-yes. Motion Carries. McCullock will contact the company to tell them the Board would like to add the other shower house for the two foot base, and that the board accepted the bid. B. Landscaping and Future Maintenance for Pavillion. Hightree went to Wayne, NE with Judy Connealy and Peggy Haeffner to look at different landscaping around the Pavillion. The board received photos of what they would like to do. The board members were in agreeance with everything except they would like rubber much instead of wood mulch, and were concerned about the mulch being all over the splash pad. The company would also do the upkeep for the cost of $1,000.00 to $2,000.00 per year. The board asked the clerk to put this on the agenda for next month to discuss this item more. The board discussed the cracking of the concrete at the pavilion. They are working with the company. 5. Streets: Monthly Report A. June Highway Allocation-$8,274.01. B. Sales Tax Received in May 2026 $8,032.00, $3,455.42 to LB840. The Village is waiting on the contractor for the work on South 5th Avenue. 6. Sears Center: Monthly Report A. The Village Engineer is going to look at the awning at the Sears Center, due to the awning settling. Bell Tone from Fremont is looking to possibly use one of the exam rooms at the Sears Center. The board agreed that they would give the two months rent free to make sure it was going to work out. B. The Agreement has been signed to replace all sprinkler heads at the Sears Center. The ADHOC Committee meant for the Sears Center. They will be changing their title to the Sears Center Advisory Committee. Roger Kirschenman could not sit on that committee as president of the Senior Center Board, due to Troutman and Anderson also being on that committee. That Advisory Board will be appointing someone for that position. There is a concern about the Senior Center being able to stay open. They are losing people to the nursing home and death. They will be sending out newsletters to let people know what is happening. The Senior Center is not just for seniors to eat; anyone can get a meal. Willaim Mueller stated that he doesn’t always know the day before what he wants to eat. Julie Metcalf stated that he could call the morning of also. 7. Community Center Building Report The board is looking at closing an old window and the coal shoot in the basement. 8. Cleanup Updates from Signal 410 West 9th Street, 481 West 10th Street, 652 West 7th Street, 1132 South 4th Avenue, Pipeline Lot on Riverview, 1053 South Broadway, Parcel #530501400, 340 East 11th Street, (431 B West 6th Street to be demolished), 540 West 7th Street, 653 North 5th Avenue, 340 East 10th Street, 470 West 6th Street, Parcel #110801600, 441 West 3rd Street, (481 West 12th Street to be demolished), 40 East 8th Street, 340 East 9th Street, 540 West 10th Street, 212 North 4th Avenue, 351 East 8th Street, 370 East 11th Street, 471 West 11th Street. 6) OND BUSINESS 1. Rickers Driveway The board invited William and Rashelle Rickers to the meeting to discuss the foaming of their driveway. The clerk read the email from the attorney which stated that they either accept the foaming and no other. If the Rickers do not accept the offer there is no other action to take on this issue. The Rickers did not accept the offer. There was much discussion. Anderson stated that there will be no more discussion. 7) NEW BUSINESS 1. Broadway Brothers-Special Designated Liquor License for August 8, 2026 and to block off the West Half of East 8 th Street from 11:00 AM to 11:00 PM. Justin Boden asked to be able to closed the west ½ of East 8 th Street for a live band on August 8th, 2026. Troutman made a motion to allow Broadway Brothers to close off the west ½ of East 8th street for a live band on August 8 th , 2026 from 11:00 AM to 11:00 PM. Kirschenman seconded the motion. Roll Call: Hightree-yes, McCullock-yes, Troutman-yes, Kirschenman-yes. Anderson abstained his vote. William Mueller asked if they could face the band towards the north? Justin stated they would take that into consideration. 2. Resolution #222-Addition to Beck-Busse Campground Rules. RESOLUTION #222 A RESOLUTION OF THE VILLAGE OF DECATUR, NEBRASKA, ESTABLISHING RULES AND REGULATIONS GOVERNING CAMPING ON VILLAGE GROUNDS AND FACILITIES; ESTABLISHING AN EFFECTIVE DATE. WHEREAS the Village Board finds it appropriate and necessary to establish rules and regulations pertaining to camping on Village grounds and facilities; NOW, THEREFORE, BE IT RESOLVED by the Village Board of the Village of Decatur, Nebraska, as follows: Section 1. Definitions. For the purposes of this Resolution, the following definitions apply: The Village Board of Trustees are hereby authorized to make and establish all needful rules, not inconsistent with any of the provisions of this chapter, as amended or hereafter amended, regulating the use of all parks, playgrounds and campgrounds belonging to or operated by the Village. Such rules shall be prepared at the direction of the Chairman and submitted to the Village Board for approval, after which time they shall be considered a binding part of this chapter; and a violation of any rules shall be punished as provided in 10.99. (1995 Code, 1-605, 2006 Code, 90.03, 2016 Code, 90.03B) All camp sites need to be paid up to date or will be subject to towing or removal of said camper(s), tent(s) and any other property left on an unpaid and not legally registered up to date site at the owner’s expense. Removal of a current registration card for a camp site is a crime. Anyone removing another’s legal and current registration slip for a camp site faces both a criminal citation and removal from the park. Any campsite fees that they have paid while in commission of a crime will be forfeited. The following rules and regulations shall be displayed in a prominent area in the park: Welcome to Beck Memorial Campground and Busse & Brewer Addition Being confronted with the ever-increasing demands for outdoor recreation, it is imperative that all persons respect this village-owned land provided for you, so that each user may benefit from its purpose. The Village of Decatur has therefore adopted the following rules and regulations for the protection, regulation, and control of our park. Please respect our rules and regulations!! CAMPGROUND RULES 1. Please register within one hour of arriving. 2. Campers must re-register or vacate your site by 1:00 P.M 3. One camper, one boat trailer per site 4. You can save sites only by paying for the site and filling out the envelope then displaying it on the post that corresponds with the site. Action will be taken if this is not done. 5. One tent will be allowed, with a camper, per site, without extra fee, for children 18 years or younger. All other tents are $12.00. A tent on an Electrical Site is subject to the $25.00 or $28.00 fee (Depending on level) 6. Carpets that don’t damage the grass are allowed. 7. No fires except in fire rings. Do not move fire rings. 8. No animals, vehicles, or vessels shall be hitched or tied to any tree or shrub, or in such a manner as to result in injury to Village property. Pets must be on a leash. Please clean up after your pet. 9. Excessively loaded vehicles shall not operate over Village Park drives. Determination as to whether the load is excessive will be made by the Village Board or its representatives and will depend on the load and road conditions. 10. A dumpster is provided beside the boat trailer parking lot. 11. If you use the fish cleaning station, please leave it as you found it. 12. Lower-Level Electrical Site Parking $25.00 (Includes Tax) 13. Upper-Level Electrical Site Parking $28.00 (Includes Tax) 14. Tents Set-up off an Electrical Site $12.00 (Includes Tax) 15. Tents Set-up on an Electrical Site $25.00 or $28.00 depending on level (Includes Tax) 16. If staying for 30 consecutive days the price for Upper and Lower-Level Electrical Site is $575.00 (Includes Tax) must be paid at one time. 17. If staying for 30 consecutive days, you must unhook your water and sewer, if leaving for the week, and cap the sewer pipe. Dock / Boat Ramp Rules 1. No unattended boats allowed. 2. All trailers must be parked in designated parking only unless you have a paid site. SECTION 2. This Resolution shall be in full force and take effect from and after its passage, approval, and publication or posting according to law. Troutman made a motion to adopt Resolution #222. At the June 11th board meeting the board voted to accept the bid for $24,000.00 for the property at Lots 18 & 19, all of alley and the South ½ of Lot 17, Block 90, Village of Decatur, Burt County Nebraska. Troutman made a motion for the Chairman to sign the Deed of Transfer for Lots 18 &19, all of alley and South ½ Lot 17, Block 90, Village of Decatur, Burt County Nebraska. Resolution #223-League Association of Risk Management FY 26-27 Renewal of Commercial Insurance. League Association of Risk Management 2026-27 Renewal Resolution RESOLUTION NO. 223 WHEREAS, Village of Decatur is a member of the League Association of Risk Management (LARM); WHEREAS, section 8.10 of the interlocal Agreement for the Establishment and Operation of the League Association of Risk Management provides that a member may voluntarily terminate its participation in LARM by written notice of termination given to LARM and the Nebraska Director of Insurance at least 90 days prior to the desired termination given to and that members may agree to extend the required termination notice beyond 90 days in order to realize reduced excess coverage costs, stability of contribution rates and efficiency in operation of LARM; and WHEREAS, the Board of Directors of LARM has adopted a plan to provide contribution credits in consideration of certain agreements by members of LARM as provided in the attached letter. BE IT RESOLVED that the governing body of Decatur, Nebraska, in consideration of the contribution credits provided under the LARM Board’s plan, agrees to: Provide written notice of termination at least 180 days prior to the desired termination date, which date shall be no sooner than September 30, 2029. (180 day and 3-year commitment; 5% discount) Provide written notice of termination at least 180 days prior to the desired termination date, which date shall be no sooner than September 30, 2028. The board received two bids for the demolition of the property located at 481 West 12th Street. Cooney Construction $6,500.00 Maslowsky Grading $11,675.00 The testing has been done for asbestos. The bid for abatement of the asbestos is $1,050.00. Troutman made a motion to accept the bid from Cooney Construction in the amount of $6,500.00 and the bid from Jamco in the amount of $1,050.00 for the abatement of the asbestos. Any questions from the audience? Kathy McMahon asked about the old part of the school? She would like to see it turned into apartments. The clerk stated that the building is owned by two people, and the buildings are connected. The board is asking for all of the campers have patience with us. We have just hired a new maintenance person; we have one employee who is taking treatments. The board members are doing some mowing and cleaning the shower houses at the campground. Jerry Dillenburg (Camper) stated that he would help mow. Anderson stated they may take him up on the offer. William Mueller is offering to paint the Decatur sign by City Hall. He stated it would be no cost and he has all of the supplies that it would take. The board all agreed to this, Troutman stated he would help Larry get the sign to William. Anderson asked if William if he could give us some recommendations on the signs at the campground that need to be replaced? William stated he can do this. Anderson also asked if the Tree Board could look at two trees at the camp ground. There is some kind of beetle that is turning the top of the trees brown. William stated that the arborist is coming August 16th and he will have them look at it. Anderson stated that himself and the clerk will be working on the budget, if there is anything, to please let him know. 9) APPROPRIATIONS AND CONSIDERATION OF THE CLAIMS: 1) Claims preapproved by Hightree and Anderson.
