VILLAGE OF DECATUR REGULAR BOARD MEETING July 10th, 2025 @ 4:30 PM NOTE: Everyone must use the microphones at the table. The audience must be quiet during the meeting. If you want to ask a question and you are not on the agenda, you must raise your hand, get permission from the Chairman, and come to the microphone before speaking. If you are on the agenda the same rule applies. THE VILLAGE BOARD HAS THE RIGHT TO MODIFY THE AGENDA AT THE REGULAR MEETING WHEN CONVENED. MEETING IS OPEN TO THE PUBLIC. A COPY OF THE OPEN MEETINGS ACT IS LOCATED ON THE NORTH WALL. A COPY OF THE MEETING NOTICE WAS POSTED AT THE CITY HALL, POST OFFICE, FIRST NEBRASKA BANK, AND DECATUR EXPRESS. The Village Board reserves the right to go into executive session for matters appropriate under the Nebraska Open Meetings Act. Police: Monthly Report Sergeant Hedlund emailed the Police report for the Board to see. Anderson wanted to thank Officer Archer for working Riverfront Days, he put off his vacation to help the Village out. Anderson stated also that Jerry would be doing some of the testing for the Officer position on Monday, July 14, 2025. 2. Lights: Monthly Report Everyone paid their bills. The Village has been having issues with breakers at the North end of town; Sparrows have been getting in there and popping the breakers. The Board received prices for transformers. This was not on the agenda, so nothing can be done at this time. 3. Water & Sewer: Monthly Report A. The Village had a 9.76% water loss for last month. B. The Board is discussing putting in a meter at the Slash Pad, to know for sure what it is using. The Village Engineer will be looking at the Water Reservoir and give his opinion. 4. Parks: Monthly Report – May Income of $14,008.35 A. The Board would like to Thank the Judy Anderson and family for the donation of the Message Board for Beck Park in Loving Memory of Mike Marr. B. There was a slimy spot by the lazy river at the slash pad. Larry got it all cleaned up. C. The Board is getting bids for tin to put on the small shelter houses along the river. D. McCullock has priced commercial flag poles, they are around $2,000.00. She looked at Menards and the poles range from $119.00 to $149.00. The flags could be taken down for the winter. Troutman stated the flag pole at the firehall is retractable, Anderson stated he also has a retractable flag pole that he purchased from the garden show. 5. Streets: Monthly Report A. July Highway Allocation-$-$7,389.94, State Motor Vehicle Fees-$1,423.51. B. April 2025 Sales Tax Received in June 2025 $ to LB840. 6. Sears Center: Monthly Report A. New battery and pads have been replaced in the AED. 7. Community Center Building Report A. Jean Morgan has donated the money to purchase a small freezer for the basement. Thank You!!! 8. Cleanup Updates from Signal Signal 88 is working with the property owners at this time. The Board members stated he is doing his job. These issues did not happen overnight, it will take time. Shane Wimer does not go on people’s property to take photos, he takes them from the road or sidewalk. Whit Brummond-Chiropractor interested in the Clinic located at the Sears Center. See attached email. Anderson stated that we need to do what we can to get him here. Troutman made a motion to give him 3 months’ rent free and then discuss a contract with him. We cannot charge him electric or water, due to there being only one meter. Hightree seconded the motion. Roll Call: Anderson-yes, Kirschenman-yes, McCullock-yes, Troutman-yes, Hightree-yes. 2. Power Manager Billing Software Agreement. Anderson stated that we want to switch billing software companies. To switch over Power Manager it would be $19,530.00, after the initial cost to get everything setup it would be $$5,090.00 per year. If the board chooses not to accept the agreement this would not be able to happen until after January. Then we would be paying another year with Gworks. Elmer Armstrong from the audience stated that we would not regret changing Companies. You are able to make corrections on your own, he stated when he does have to ask for help, he has not had to wait over 4 hours maximum. Therese spoke with Power Manager today and they stated that they work with a company that people can do online payments. Troutman made a motion to switch to Power Manager Billing Software. Hightree seconded the motion. Roll Call: Anderson-yes, Kirschenman-yes, McCullock-yes, Troutman-yes, Hightree-yes. 3. Interlocal Agreement with the County Roads Department for maintaining West 7th street, South 3rd Avenue, and West 8th Street. Tabled for another date. 4. Neptune Meter Bid from Mid America Meter. Hightree made a motion to purchase a new water meter for Beck Park for the cost of $920.00 plus shipping. Troutman seconded the motion. Roll Call: Anderson-yes, Kirschenman-yes, McCullock-yes, Hightree-yes, Troutman-yes. 5. Road Work for 5th Avenue. The board discussed the two options to fix the south half of the 2-lane road going to the cemetery, that were received from the Village Engineer. Garrett Johnson (Village Engineer) sent what he thought it would cost to fix this part of the road correctly. The area would be 175’x20’. One option: is the removal of the existing asphalt and replacement with 6” of asphalt. Second option: Complete some patch work where there is no longer any base course, mill the existing asphalt, and then install an overlay over the existing milled asphalt. My concern would be that the current condition of the road is not suitable for an overlay and/or the existing road’s asphalt thickness is marginal and therefore cannot be milled 2-3”. Troutman made a motion to have Garrett Johnson work up a bid document for this road project. Kirschenman seconded the motion. Roll Call: Anderson-yes, Hightree-yes, McCullock-yes, Troutman-yes, Kirschenman-yes. 6. Clint Simmons-Decatur 2025 Valuation Spreadsheet and Decatur Detail Report, via cell phone. Via cell phone call Clint Simmons with LARM insurance went through all of the Village property making sure it was insured properly. 7. Bid from Electric Pump for a Starter and Float Kit for the Sump Pump at the Sewer Plant. McCullock made a motion to purchase a new starter and float kit for the sump pump at the sewer plant for $1,463.39. Kirschenman seconded the motion. Roll Call: Anderson-yes, Hightree-yes, Troutman-yes, McCullock-yes, Kirschenman-yes. 8. Apply for Scrap Tire Grant Kirschenman made a motion to apply for a scrap tire grant. Troutman seconded the motion. Roll Call: Anderson-yes, Hightree-yes, McCullock-yes, Kirschenman-yes, Troutman-yes. 9. Maintenance Employee Applications. The Village has received five applications as of the meeting. Anderson’s suggestion was to have all the Board members and Larry McCullock look at the applications and pick the top three for interviews. A special meeting is set for July 21, 2025 at 4:30 PM to do interviews. Also added to the special meeting agenda is the Interlocal Agreement and any bids for the maintenance of the streets, and transformer prices. 10. Sickle Mower. The sickle mower that the Village has is very old and cannot get parts for. Dan Small has a sickle mower for sale for $1,000.00. The maintenance crew did use the mower, and said it worked well. Hightree made a motion to purchase the sickle mower from Dan Small. McCullock seconded the motion. Roll Call: Anderson-yes, Kirschenman-yes, Troutman-abstain, Hightree-yes. 11. Dollie for City Hall. Hightree has a Dollie that is for sale for $50.00. The Clerks could use this for carrying items to the basement. Troutman made a motion to purchase the Dollie for $50.00 from Hightree. Motion Carries. 7) CORRESPONDENCE AND ANNOUNCEMENTS 1) Next Regular Board Meeting, Thursday, August 14th, 2025 at 4:30 PM. 2) There will be an Online Confidential Community Opinion Survey coming out soon. The Village of Decatur is currently conducting a Comprehensive Planning Program, including preparing a new Comprehensive Plan and a review of existing Zoning and Subdivision Regulations, that will document both the present and future needs of the Community for the next 10 years. Comprehensive planning is important in documenting existing property and infrastructure conditions and planning for future growth and development. An important activity of this Planning Program is to ask you about the needs and wants of the Community. Jackie Anderson stated that they would help the Seniors with the surveys at the Sears Center. Anderson also stated that we could possibly get people to help with the online survey. 3) Weather permitting the dump will be open the 1st and 3rd weekends. Saturday 8:00 AM to 12:00 PM Sunday 1:00 PM to 5:00 PM 4) Are there any questions or comments from the audience? Rod Nelson asked about Line #3 B, Sewer Second Avenue. Anderson stated that this is still being determined. Jackie Anderson stated that the Senior Center is purchasing a new cook stove. She asked who they should get to unhook the old stove from the propane and hook up the new cook stove back up to the propane. The Board stated that we purchased our propane from Sapp Brothers, she should contact them. 9) APPROPRIATIONS AND CONSIDERATION OF THE CLAIMS: 1) Claims preapproved by McCullock and Hightree. 2) Motion to Approve the Claims as submitted Troutman 2nd by Kirschenman.
