VILLAGE OF DECATUR REGULAR BOARD MEETING April 9th, 2026 @ 4:30 PM NOTE: Everyone must use the microphones at the table. The audience must be quiet during the meeting. If you want to ask a question and you are not on the agenda, you must raise your hand, get permission from the Chairman, and come to the microphone before speaking. If you are on the agenda the same rule applies. THE VILLAGE BOARD HAS THE RIGHT TO MODIFY THE AGENDA AT THE REGULAR MEETING WHEN CONVENED. MEETING IS OPEN TO THE PUBLIC. A COPY OF THE OPEN MEETINGS ACT IS LOCATED ON THE NORTH WALL. A COPY OF THE MEETING NOTICE WAS POSTED AT THE CITY HALL, POST OFFICE, FIRST NEBRASKA BANK, AND DECATUR EXPRESS. The Village Board reserves the right to go into executive session for matters appropriate under the Nebraska Open Meetings Act. Roll Call: Anderson-yes, Hightree-yes, Kirschenman-yes, McCullock-yes, Troutman-yes. Quorum Present-yes 2) EXCUSE BOARD MEMBERS NOT ATTENDING THE MEETING: All were present. 3) AGENDA AND MINUTES OF THE PREVIOUS MONTH'S MEETING RECEIVED: Roll Call: Anderson-yes, Hightree-yes, Kirschenman-yes, McCullock-yes, Troutman-yes. 4) APPROVAL AND/OR CORRECTION AND SUSPENDED READING OF THE PREVIOUS MONTH MINUTES. There were none. Roll Call: Anderson-yes, Hightree-yes, Kirschenman-yes, McCullock-yes, Troutman-yes. 5) REPORTS OF OFFICERS, BOARDS AND OR COMMITTEES: 1) Police: Monthly Report Brittany gave the board members the Police Report. A. Raises for Part-time Officers. This was tabled. B. Bid from Applied Connective-Modem for Police Car and Security and Maintenance for Computers in the City Office and Police Office. The Police need a modem for the Police Vehicle, plus other programs and firewalls for their equipment. Brandon Petersen is a Relationship Manager and IT Engineer with Applied Connective Technologies. The quote for the modem for the car and setting up the firewall was $3,000.00. The quote for the managed service, and everything for the Office was $554.00 monthly. To set up everything in the office was $1,196.27. To add the city office, he thought would be around $720.00 per month. He will get an official quote to add the city office tomorrow. Troutman made a motion to hire Applied Connective Technologies to do everything for the Police car and Police office and City office. Hightree seconded the motion. Roll Call: Anderson-yes, Kirschenman-yes, McCullock-yes, Troutman-yes, Hightree-yes. 2) Lights: Monthly Report 23 new cutouts have been replaced on the West side of town. The Light Commissioner did not receive any phone calls for extensions this month. 2 meters were pulled. There were no phone calls for extensions this month. 3) Water & Sewer: Monthly Report Nothing to report. Anderson asked Troutman if he was going to get a bid for the other manhole in the alley on 2nd Avenue. 4) Parks: Monthly Report – Income of $4,860.43. A. Ask Campers to unhook from utilities for the week for mowing and trimming at Beck-Busse Memorial Campground. McCullock asked how we were going to do this when the campers are not there during the week. The board will have to figure out what days they will mow and let the campers know. North Park: The electrical needs to be added to the North Park shelter, and install the new grills at North Park. B. The Village is getting bids for the putting in the fish cleaning station concrete, shelter and water and sewer. 5) Streets: Monthly Report A. Highway Allocation-$7,475.41, 6,258.42, Motor Vehicle Fees-$1,545.46 B. Sales Tax $5,982.98, $4,430.71 to LB840. C. Municipal Equalization-$49.83. The 5th Avenue project hopefully will be done before Memorial Day. 6) Sears Center: Monthly Report As soon as the weather gets nicer and the new fans are put in; Watertight Roofing will begin on the roof at the Sears Center. Kirschenman asked about the supports in the front of the Sears Center. These will not be covered by insurance. Anderson stated that this is why we need to start the ADHOC Committee again and get a contractor to look at the supports. Julie Metcalf did state that there is a light in the kitchen area that needs to be replaced. 7) City Hall: Nothing to report. Anderson stated that Bree Sparks-Freemont has done a great job on all of the bathroom’s floors. 8) Signal 88 Report: 212 N. 4th Avenue, 540 W. 10 th Street, 481 W. 12th Street, 653 N. 5th Avenue, 330 E. 10th Street, 1520 Riverview Drive, 1053 S. 4th Avenue, 601 W. 7 th Street, 952 S. 5th Avenue, 503 N. 5th Avenue, 1312 S. Broadway, 470 W. 6th Street, 472 W. 6th Street, 431B W. 6th Street, 340 E. 11th Street, 341 E. 11th Street, 1052 S. Broadway, 370 E. 11th Street, 813 S. 3rd Avenue, 540 W. 7th Street, 441 W. 3rd Street, 481 W. 10th Street, 410 W. 9 th Street, 430 W. 9th Street, 340 E. 8th Street, 340 E. 9th Street, 471 W. 11th Street, 553 N Broadway. Signal 88 is the company that comes in and takes care of any Ordinance Violations. 6) NEW BUSINESS 1. Adam Mace-Engineer with Mainelli Wagoner-Utility Relocation for Broadway Bridge. Adam came to the podium to explain to the Board about the utility relocations needed for the new bridge on Broadway. The utilities include electric, water and sewer. The property will be surveyed tomorrow. 2. Shane Wimer-Signal 88. Shane came to the table to discuss the Code Enforcement Proposal for the Village. He stated that he feels like we are making some progress on the properties in the Village. Shane stated that the Village has nothing to do with the properties that have been sited. Anderson stated that the Village is having some issues getting contractors to bid the cleanup. Shane stated that he may have some contractors that other communities use, and can get the contact information. He also stated that there are grants to help pay for the cleanups. Signal 88 can help fill out the application. Troutman made a motion to continue with Signal 88 for Ordinance Enforcement. Kirschenman seconded the motion. Roll Call: Anderson-yes, Hightree-yes, McCullock-yes, Troutman-yes, Kirschenman-yes. 3. Mark Benne-Holding Container on Property that holds his home. The property is zoned Agricultural so it is fine for them to have a storage container on their property for their belongings while they are building their home. The board members welcomed him back to Decatur. 4. Greg Jump-LB840 Application. There was an issue with the LB840 Applications not being filed out properly. The Clerk sent these to the Village Attorney, for him to look over. He stated that these could not be voted on the way they were. The Applicant did bring in the paperwork to be attached to the application. The Clerk did resend them to the Village Attorney, but had not heard back from him before the meeting. There could possibly be a special meeting held to vote on the application. Greg stated that he had brought the correct paperwork. Anderson stated it was not in enough time before the meeting, so that our Attorney could look at the completed application. 5. Hardeman Cheese LLC-LB840 Application. There was an issue with the LB840 Applications not being filed out properly. The Clerk sent these to the Village Attorney, for him to look over. He stated that these could not be voted on the way they were. The Applicant did bring in the paperwork to be attached to the application. The Clerk did resend them to the Village Attorney, but had not heard back from him before the meeting. There could possibly be a special meeting held to vote on the application. 6. Senior Center Lease Agreement. There is no rate increase for the Senior Center rent. Hightree made a motion for Anderson to sign the Senior Center Lease Agreement. McCullock seconded the motion. Roll Call: Anderson-yes, Troutman -yes, Kirschenman-abstain (Kirschenman is the President of the Senior Center Council), Hightree-yes, McCullock-yes. Troutman has been excused to leave at 6:00 PM. He had to leave the meeting for his children’s Spring Program. 7. Whit Brummond-ADHOC Committee for Sears Center. Kirschenman made a motion to appoint Whit Brummond to the Sears Center ADHOC Committee. Hightree seconded the motion. Roll Call: Anderson-yes, McCullock-yes, Kirschenman-yes, Hightree-yes. 8. Donation Letter from the Decatur Community Club. The Village received a donation letter from the Decatur Community Club. All the board agreed that the Community Club does a lot for Decatur. Hightree made a motion to donate $100.00 to the Community Club. McCullock seconded the motion. Roll Call: Anderson-yes, Kirschenman-yes, Hightree-yes, McCullock-yes. 7) CORRESPONDENCE AND ANNOUNCEMENTS 1. Next Regular Board Meeting, Thursday, May 14, 2026 at 4:30 PM. 2. Weather permitting the dump will be open beginning April 4, 2026, and will be open the 1st and 3rd weekends. Saturday 8:00 AM to 12:00 PM. Sunday 12:00 PM to 5:00 PM. 3. Red Barn Vet Clinic, April 28, 2026 from 6:00 PM to 7:00 PM, at the City Hall. They will vaccinate for rabies and distemper, blood draws for heartworm. If you need supplies from Red Barn you will have to contact them at 402-685-5202. 4. Cleanup Day is May 2, 2026 from 8:00 AM to 12:00 PM. 5. Scrap Tire Cleanup for all of Burt County-May 1, 2026 from 8:00 AM to 3:30 PM. May 2, 2026 from 8:00 AM to 12:00 PM. No Tire Dealers and all rims to be removed. The Grant was for 500 tons, if we hit that mark we cannot take anymore. The Board members and the employees will take turns being at the scrap tire event. 6. Are there any questions or comments from the audience? William Mueller asked if the Board Members could be present at the Arbor Day Celebration at the Gazebo on Main Street on April 28, 2026 at 1:00 PM?
