VILLAGE OF DECATUR PUBLIC HEARING April 13th, 2026 @ 4:30 PM NOTE: Everyone must use the microphones at the table. The audience must be quiet during the meeting. If you want to ask a question and you are not on the agenda, you must raise your hand, get permission from the Chairman, and come to the microphone before speaking. If you are on the agenda the same rule applies. THE VILLAGE BOARD HAS THE RIGHT TO MODIFY THE AGENDA AT THE REGULAR MEETING WHEN CONVENED. MEETING IS OPEN TO THE PUBLIC. A COPY OF THE OPEN MEETINGS ACT IS LOCATED ON THE NORTH WALL. A COPY OF THE PUBLIC HEARING NOTICE WAS POSTED AT THE CITY HALL, POST OFFICE, FIRST NEBRASKA BANK, DECATUR EXPRESS, AND PUBLICIZED IN THE BURT COUNTY INDEPENDENT. The guests not signing in were John and Katherine Otto. 1) PUBLIC HEARING CALLED TO ORDER BY CHAIRMAN ANDERSON Roll Call: Anderson-yes, Hightree-yes, Kirschenman - absent, McCullock - yes, Troutman - yes Quorum Present-yes 2) EXCUSE BOARD MEMBERS NOT ATTENDING THE HEARING: Hightree made a motion to excuse Kirschenman from the meeting. McCullock seconded the motion. Roll Call: Anderson - yes, Troutman - yes, Hightree - yes, McCullock - yes. 3) Public Hearing on an Application for Variance located at E2L2NE4SW4 6-23-11, Quinnebaugh Township, Burt County, Nebraska for John and Katherine Otto. Troutman made a motion to open the Public Hearing on the property located at E2L2NE4SW4 6-23-11, Quinnebaugh Township, Burt County, Nebraska. McCullock second the motion. Roll Call: Anderson - yes, Hightree - yes, Troutman - yes, McCullock - yes. Anderson asked if there were any questions? John and Katherine Otto are asking for a Variance due to the size of their lot. They will also will be building a permanent home there in the next 5-6 years. They asked if they would have to ask for another Variance at that time. Anderson stated that they will have to due to it being another structure on the property. This Variance only applies to the structure that they are building at this time. The Otto’s asked how long the building permit is good for? Anderson stated that the building permit is good for six months. There were no other questions. Troutman made a motion to close the Public Hearing on the Application for Variance for the property located at E2L2NE4SW4 6-23-11, Quinnebaugh Township, Burt County, Nebraska. Hightree seconded the motion. Roll Call: Anderson - yes, McCullock - yes, Troutman - yes, Hightree - yes. The Public Hearing was closed. Troutman made a motion to approve the Application for Variance on the property located at E2L2NE4SW4 6-23-11, Quinnebaugh Township, Burt County, Nebraska. McCullock seconded the motion. Roll Call: Anderson - yes, Hightree - yes, Troutman - yes, McCullock - yes. Motion Carries. 4) MOTION TO ADJOURN THE PUBLIC HEARING: Troutman motioned to adjourn. McCullock 2nd the motion.
