The regular monthly Board of Education meeting was held Monday, June 8, 2026 in the Board Meeting Room in the Elementary Building. Administrators present were Superintendent Bland, Secondary Principal Burton and Elementary Principal Rennerfeldt. President Jon Dockhorn called the meeting to order at 8:05 p.m. and noted the Nebraska Open Meetings Law. Notice of this meeting was properly posted and/or published by advance Public Notice in accordance with Board Policy #2008 with notice and advance agenda given to the President of the Board and all members prior to the meeting date. ROLL CALL Roll Call was called with the following members present: Aaron Anderson, Brett Johnson, Dane Johnson, Diane Pelan-Johnson, and Jon Dockhorn. EXCUSED ABSENCES Brett Johnson moved that Marilee Groth and Henry Unwin are absent, excused. Anderson seconded the motion. There was no discussion. Voting results were: For Motion-5; Against Motion-0. Motion carried. REGULAR AGENDA There were 2 visitors present. No one addressed the Board. CONSENT AGENDA Anderson moved that the consent agenda be approved as presented. Brett Johnson seconded the motion. There was no discussion. Voting results were: For Motion-5; Against Motion-0. Motion carried. Items included in the consent agenda included the approval of June 8, 2026 meeting agenda; approval of claims from the General Fund in the amount of $183,744.80, the Building Fund in the amount of $6,206.66 and the Lunch Fund in the amount of $4,938.74; and the approval of minutes from the May 11, 2026 regular school board meeting. TREASURER’S REPORT Mrs. Bland reviewed the information on the treasurer’s report. ADMINISTRATIVE REPORTS Elementary Principal Rennerfeldt gave a shout out to the summer cleaning crew for their hard work and dedication. Teaching assignments and class size projections for 2026-2027 were shared. Mrs. Rennerfeldt reported that all 3rd – 6th grade teachers will be trained in IMSE Morphology to use in the reading classroom. Four staff members attended training at ESU 2 during the first week of June and 3 staff members will be trained in August/September. A list of multicultural activities was provided. Current PK-6th grade enrollment is 229 students, which is the same as last month and is down 10 students from last year. Secondary Principal Burton reported the projected enrollment for 2026-2027 for the 7th-12th Grade is 172 students. Mrs. Burton gave a shout out to our math department. Our building has been recognized by NDE as a High Proficiency Math school for all students based on NSCAS scores. A list of multicultural activities was provided. Extra duty assignments for 2026-2027 were reviewed. Three staff members will be taking Morphology training in August/September. Superintendent Bland updated the status on the projects that are being worked on this summer. Mrs. Bland thanked Mrs. Burton for her years of service to Oakland-Craig. The American Civics Meeting will take place before next month’s board meeting at 7:50 p.m. Mrs. Bland reported that we have increased our starting classified wage to $15.50 per hour to stay in line with minimum wage. We are still looking for 2 paras in the elementary building. Mrs. Bland ended her report by reporting her available vacation and sick leave. PUBLIC HEARING – PARENT INVOLVEMENT POLICY At 8:53 p.m. a public hearing was held for Policy 5018 – Parent Involvement. There was no public comment, and the hearing was closed at 8:53 p.m. PUBLIC HEARING – DRESS CODE POLICY At 8:54 p.m. a public hearing was held for Policy 5031 – Student Appearance. There was no public comment, and the hearing was closed at 8:54 p.m. PUBLIC HEARING – STUDENT FEE POLICY At 8:55 p.m. a public hearing was held for Policy 5045 – Student Fees. There was no public comment, and the hearing was closed at 8:55 p.m. POLICY REVIEW AND FORMS UPDATE Mrs. Bland briefly reviewed the recommended updates to several policies and forms. Pelan-Johnson moved to approve the policies and form updates as presented: 2008 – Meetings, 3003 – Bidding for Construction, Remodeling, Repair, or Site Improvements, 3003.1 – Bidding for Construction, Remodeling, Repair, or Related Projects Financed with Federal Funds, 3004.1 - Fiscal Management for Purchasing and Procurement Using Federal Funds, 3061 – ACH Originator, 4017 – Relations with Employee Collective Bargaining Associations, 4019 – Workplace Injury Prevention & Safety Committee, 4056 – Resignation of Certificated Staff, 4065 – Staff Use of AI Tools, 5001 – Compulsory Attendance, 5003 – Admission of Part-Time Students, 5004 – Option Enrollment, 5035 – Student Discipline, 5048 – Emergency Response to Life Threatening Asthma or Systemic Allergic Reactions (Anaphylaxis), 6009 – Grade Placement and Academic Credits of Transfer Students, 6038 – Student Use of AI Tools, 6046 – Rights to School Library Materials and Form Changes: Special Education Procedures, Emergency Response to Life-Threatening Asthma or Systemic Allergic Reactions (Anaphylaxis) (Policy 5048) and Library Material Review Request. RESOLUTION ON SCHOOL DISTRICT STANDARDS FOR ACCEPTANCE OR REJECTION OF OPTION ENROLLMENT APPLICATIONS Brett Johnson moved for the passage of the Resolution on School District Standards for Acceptance or Rejection of Option Enrollment Applications after the resolution was read in its entirety. Anderson seconded the motion. There was no additional discussion. Voting results were: For Motion-5; Against Motion-0. Motion carried. WHEREAS, Oakland-Craig Public Schools is committed to providing an education of high quality to its students in an economically efficient manner; and WHEREAS, the school district’s faculty, facilities, and equipment can serve only a limited number of students effectively; and WHEREAS, section 79-238 imposes upon the school district an obligation to “automatically accept applications for siblings of option students enrolled in the option school district without regard to capacity limitations”; and WHEREAS, the Board of Education, in consultation with the administration, has reviewed the school district’s faculty, facilities, equipment, interdisciplinary efforts and interrelationships of grades, subjects, and faculty; and has determined the maximum number of students it can serve effectively at any given grade level and in total; NOW, THEREFORE BE IT RESOLVED that the board adopts the following standards for acceptance or rejection of option enrollment applications: Special Education Capacity. Capacity for special education services will be determined on a case-by-case basis. If an application for option enrollment received by the school district indicates that the individual student applying for option enrollment or any of his or her siblings has an individualized education program under the federal Individuals with Disabilities Education Act, 20 U.S.C. 1400 et seq., or has been diagnosed with a disability as defined in section 79-1118.01, the application will be evaluated by the director of special education services or the director's designee who must determine if the school district and the appropriate class, grade level, or school building has the capacity to provide the individual student applying for option enrollment and all of his or her siblings the appropriate services and accommodations. The Federal Educational Rights and Privacy Rights Act (FERPA) (20 U.S.C. § 1232g) permits the release of education records when a student seeks or intends to enroll in a different school district. Numeric Capacity. The capacity in the following grade levels, programs, classes, and/or school buildings is as follows: • Grade Level Numeric Capacity: Two Section Grade Levels – 40; One Section Grade Levels – 20. Total enrollment for the school district: 488 students. The Board of Education reserves the authority to further determine numeric capacity of classes, grade levels, or school buildings by operation of resolution, by action of the Superintendent as the board’s designee, or through freestanding action to the extent permitted by law and policy. Programmatic Capacity. The board declares the following grade levels, programs, classes, and school buildings to be at capacity such that no option applications into any of the following will be accepted: 3rd Grade & 6th Grade. Other Standards. The school district shall not accept any application for option enrollment when enrollment of the individual student seeking to enroll as an option student or the enrollment of any of his or her siblings: (a) Would increase the operating costs of the school district, such as by requiring the hiring of new staff or contracting with outside entities to provide services to the individual student applying for option enrollment and all of his or her siblings; (b) Would require the procurement of new equipment, technology, or furnishings; (c) Would cause or require the rearrangement of caseloads for staff and contracted professionals; (d) Is reasonably deemed by appropriate school staff to pose a potential risk to the health or safety of students or staff; (e) May pose a risk of adversely affecting the quality of educational services being provided to resident students, as determined by appropriate school staff. TRANSFER TO LUNCH FUND Superintendent Bland explained that funds are continuing to decline in the Lunch Fund. Anderson moved to approve the transfer of $30,000 to the lunch fund to cover bills and payroll. Brett Johnson seconded the motion. There was no additional discussion. Voting results were: For Motion-5; Against Motion-0. Motion carried. STAFF RESIGNATION Brett Johnson moved to accept the resignations, with regret, of Michelle Burton. Anderson seconded the motion. President Dockhorn thanked her for her years of service to Oakland-Craig. There was some discussion. Voting results were: For Motion-4; Against Motion-1 (Dane Johnson). Motion carried. SECONDARY PRINCIPAL CONTRACT Anderson moved to approve the secondary principal contract for Travis Steinhoff for the 2026-2027 school year. Brett Johnson seconded the motion. There was no discussion. Voting results were: For Motion-5; Against Motion-0. Motion carried. STAFF RESIGNATION Brett Johnson moved to approve the resignation of Travis Steinhoff at the conclusion of the 2026-2027 school year. Pelan-Johnson seconded the motion. Mrs. Bland explained that this was a necessary action item so that Mr. Steinhoff can count this as a year of service for NPERS purposes. There was no discussion. FOOD SERVICE PRICES FOR THE 2026-2027 SCHOOL YEAR Pelan-Johnson moved that the school food service prices for the 2026-2027 school year be set as follows: $3.15 for elementary student lunch (previously $3.05); $3.35 for 7th – 12th grade student lunch (previously $3.25); $1.95 for breakfast for all students (previously $1.85) and $0.60 for milk (previously $0.55). SUBSTITUTE TEACHER RATES Mrs. Bland reviewed the conference substitute teacher rates and made a recommendation to raise our daily rate. After some discussion, Brett Johnson moved to approve the substitute teacher rate of $165 per day for the 2026-2027 school year. Anderson seconded the motion. There was no additional discussion. Voting results were: For Motion-5; Against Motion-0. Motion carried. REPAIR OR REPLACE VAN 5 Mrs. Bland explained that the transmission went out in Van 5. The cost to replace the transmission is approximately $8,000 and the van is valued at $6,000. After some discussion, Brett Johnson moved to approve the purchase of a 2026 Ford Explorer from Woodhouse Ford for $39,783. Anderson seconded the motion. There was no additional discussion. Voting results were: For Motion-5; Against Motion-0. Motion carried. VIDEO BOARD INSTALLATION Mrs. Bland explained that the installation of video boards may result in additional installation costs. After some discussion, Anderson moved to approve the additional installation fees for the video boards in an amount not to exceed $10,000. The purchase will only be made if the current shot clocks can be utilized with the video boards. Brett Johnson seconded the motion. There was no additional discussion. BOARD MEMBER REPORTS Brett Johnson reported that the city is hopeful the water tower south of the high school will be removed before the start of the 2026-2027 school year.
