Minutes of the Burt County Board of Supervisors The Burt Co. Board of Supervisors met May 13, 2026 in the Burt Co. Courthouse, Tekamah, NE. Notice was given in the Burt Co. Independent, on a 1 st floor courthouse bulletin board and on the Co.’s Website; proof of publication is on file with the Co. Clerk. The following members were present: Ted Connealy, Gary “Bird” Swanson, Samuel M. Titus, Carl Pearson, Jay W. Johnson, Paul Richards and Jeff Kutchera. Chairman Kutchera opened the meeting with the pledge of Allegiance at 9:00 a.m; the Open Meeting Act was posted. The agenda was approved. The minutes of the 4/28/2026 Board of Supervisors meeting were approved. April office financial reports, Fund Balances, and Misc. Receipts of $4,261,670.49 were all approved. VERBAL OFFICE UPDATES: (1) Co. Attorney – Edmond Talbot (2) Surveyor – Fred Franklin (3) Emergency Manager – Jason Redding-Geu COMMUNICATION: Papio-Missouri NRD & NE Loess Hills RC&D e-Recycle Event in Tekamah on May 19th 10 a.m.-noon. Zoning: Ann Chytka, Planning and Zoning Administrator Conditional Use Permit: 26-05 Public Hearing 9:47 - 9:48 A.M. CUP for Markus and Nicole Hamel to place a modular house on a 3.61 ac. TR E3/4NE4 1-20-9(PID#426300200) Chytka, Zoning Admin. reported the planning commission had approved on 5/11/2026. Markus and Nichole Hamel were present. No public comments; no one opposed. The Co. Board approved the CUP- all Ayes. Zoning Note: landowners to obtain zoning permit for the house. Lot Splits (4): DEBBIE SYDOW 4.24 ac pt SW4SW4 of 2-21-8; BACON 1.33 ac. bin sight in pt SW4NW4 of 2-23-9 (note: a current 5 ac. tract was split to become tr. 3 and pt. of new tr. 2); tracts 1 & 2 administrative lot splits (tr 2) 25.86 ac & (tr.1) 24.84 ac. both in pt W2NW4 of Sec 2; PHIL & DAVID BAKER 4.67 ac pt SW4SW4 of 32-22-11; TYLER BRUMMOND 3.19 ac pt SW4NW4 of 34-22-11 Board of Equalization: Moved to May 28, 2026 mtg. Medicare SHIP Program: Mary Loftis reported that she will continue to serve all three Counties of Burt, Dodge and Washington; and presented a contract for July 1, 2026-June 30, 2027. The fees assessed for each County are as follows: Burt Co. -$14,400.00; Dodge Co. - $3,600.00; and Washington Co. - $3,600.00. The Counties will be billed quarterly. The contract was approved with all Ayes. Special Designated Liquor License: approved for Andreasen LLC (Tekamah) for Hoot Gibson Rodeo on June 5 & 6, 2026. Child Support Contract: Co. Atty Talbot’s office currently contracts with Kraviec Maurstad Law, P.C., L.L.O. as Authorized Attorneys for Burt Co.’s child support enforcement; that contract will end June 30, 2026. Talbot and District Court Clerk Michele Quick explained another option, a firm in Omaha by the name of Young Williams handles Nebraska Child Support Enforcement; Talbot suggested the Board could decide to not enter another contract with Kraviec Maurstad and instead try this option discussed. Motion passed to authorize the Co. Attorney to go with Young Williams for Burt Co.’s Child Support Enforcement. Co. owned building in Oakland: Unsafe Co. owned building in Oakland (PID #312808100). Committee of Pearson and Johnson reported structural engineering will be onsite on 5/14/2026. Co. Health Insurance: NACO reports Burt Co. is receiving a 4.68% rate increase for the 2026-2027 plan year. The board reviewed County and employee costs for plan year options within the NACO group pool. The board approved to leave the employees out of pocket deductible at $1,100.00. The final benefit package for Employee Health and Dental Insurance eff. July 1, 2026 via the NACO pool was adopted. ROADS: Ann Chytka, Hwy Supt, No action for the board at this time. Update Oakland Shed - Chytka reported that the Oakland shop needs roof repair; she said that the damage to the roof may have been caused from the wind and hail that occurred July 2025. Pearson suggested that we weigh the cost of filing a claim with insurance or just pay for the repair out of the budget. PUBLIC COMMENT: none. The meeting adjourned at 10:32 A.M.
