Minutes of the Burt County Board of Supervisors The Burt Co. Board of Supervisors met July 28, 2025, in the Boardroom of the Burt Co. Courthouse in Tekamah, NE. Notice was given in the Lyons Mirror-Sun, on 1st floor courthouse bulletin board and on Co Website; proof of publication is available. The following members were present: Gary ‘Bird’ Swanson, Jeff Kutchera, Sam Titus, Carl Pearson, Jay W. Johnson, Paul Richards and Ted Connealy. The meeting opened with the pledge of allegiance at 9:00 A.M. Chairman Connealy informed the public that the Open Meeting Act was posted. The agenda was approved. The minutes of the July 9th Bd of Supervisors and July 15th & 16th Bd of Equalization meetings were approved. The claims for July were reviewed, the board agreed to pull one payment request by the extension office for Tekamah Chamber dues. July claims were then approved upon motion by Titus, seconded by Johnson, all Ayes. July claims totaled $504,683.49, including $173,090.14 for payroll. Independent”; (3) Blair Animal Shelter correspondence – asking Burt Co. to not refer our residents and their animals to their shelter as they do not have physical space nor financial ability to take animals from outside Washington Co..; (4) Letters to our lawmakers in Washington and Lincoln regarding BEAD (rural broadband) programs being pulled & the impact on rural Counties and our constituents. Unpaid/Stricken Distress Warrants: Burt Co. Sheriff Eric Nick prepared a list of unpaid distress warrants for the Board’s review. Burt Co. Treasurer Robin Olson submitted a report citing that there were no distress warrants to be stricken at this time. Lot Split for: HUNDAHL HOME PLACE 0.92 ac. pt SE4SE4 of 13-22-10. ROADS: ANNUAL CERTIFICATION OF FY24-25 HWY & BRIDGE BUYBACK PROGRAM. SUMMIT TWP REQUEST – COUNTY TO HAUL ROCK: No action was taken. FY 2025-2026 Budget: The preliminary budget was reviewed per § 23-906; some office expenditure requests were reconsidered and re-reviewed. Final numbers will not be decided upon until the valuation is certified by the Assessor on or before August 20th. PUBLIC COMMENT: Mark VanDerHart, (representing Tekamah Airport Zoning Board) Informed the Board that legal action is being brought against their airport zoning board by a solar entity; he is requesting the County pay $30,000 retainer fee for an attorney and if need pay future legal fees to support the airport during this legal action. Mark feels that because their zoning is being questioned that the County should support this legal suit because the County’s zoning will be questioned next by the solar company when they come to the County for permits.
