ROADS: Ann Chytka, Highway Supt. 2025-2026 One-and-Six Year Plan: A Public Hearing was held to take public input. A map and project listing will be placed on file/posted on ‘Roads’ webpage. Resolution 2025-05 was adopted. RESOLUTION #2025-05 “Whereas, the Burt Co. Highway Superintendent has prepared and presented a One-and- Six Year Plan for Highway Improvement for Burt Co., Nebraska, and;“Whereas, a public meeting was held on the 28th day of August, 2025 to present this plan, and all objections and recommendations said plan were considered; Therefore, be it resolved by the Co. Supervisors of Burt Co., Nebraska, that the plan and data as furnished and/or revised are hereby in all things accepted and adopted.” Whereupon, the Resolution was declared passed by the Burt Co. BOARD OF SUPERVISORS COUNTY ANNUAL CERTIFICATION OF PROGRAM COMPLIANCE – 2025 RESOLUTION #2025-06 Whereas: State of Nebraska Statutes, sections 39-2115, 39-2119, 39-2120, 39-2121, and 39-2510(2), requires an annual certification of program compliance to the Nebraska Board of Public Roads Classifications and Standards; and Whereas: State of Nebraska Statute, section 39-2120 also requires that the annual certification of program compliance by each county shall be signed by the County Board Chairperson and shall include the resolution of the governing body of the county authorizing the signing of the certification. Be it resolved that the County Board Chairperson of Burt County is hereby authorized to sign the County Annual Certification of Program Compliance. Johnson; Sam Titus Skid Steer Lease: The lease on the skid loader is up for renewal; a municipal rental agreement with NMC for 1 year 250 hours, annual cost of $8,250.00 was approved. FY 2025-2025 Budget: The Board reviewed and revised the 2025-26 budget figures with the current valuation. The Budget Hearing will be held Sept 10, 2025; the County will participate in a Joint Public Hearing Sept 18, 2025. As part of Burt Co. Fiscal Year 2025-2026 Budget/Levy business, the following Resolution was adopted: RESOLUTION #2025-07 Granting Levy Authority to others WHEREAS, pursuant to Nebraska State Statute 77-3443(3), all political subdivisions subject to County levy authority have submitted their respective preliminary levy allocation request resolution to the County Board, outlining the requested property tax levy allocation necessary to operate their government for the upcoming budget year; and WHEREAS, the County Board has reviewed such requests; and WHEREAS, pursuant to Nebraska State Statute 77-3443(4), the County Board is required to adopt a resolution determining the final allocation of levy authority for the political subdivision under the County’s levy authority by September 1st; and WHEREAS, pursuant to Nebraska State Statute 77-3443(1), the County Board may allocate up to 15 cents per one hundred dollars of taxable valuation of the County’s levy limit provided in Nebraska State Statute 77-3442 to other governments in the County. THEREFORE, IT IS HEREBY RESOLVED, that the final allocation of levy authority be established for the following political subdivisions for the tax year 2025: Fire Districts: up to 4 cents; Cemetery Districts: up to 2 cents; Townships: up to 9 cents; $75,000.00 of the County’s five-cent miscellaneous levy will be allowed to the Ag Society under an Interlocal Agreement. IT IS HEREBY FURTHER RESOLVED that a copy of this resolution shall be forwarded to the chairperson of the governing body of said political subdivisions and that this final levy allocation shall not be changed except by agreement between both the County Board and the governing body of the political subdivision whose final levy allocation is at issue ADOPTED AND DATED this 28th day of August 2025, at Tekamah, Nebraska. - signed by Chairman Connealy, attest Co. Zoning/Building Permit: Assessor Katie Hart wanted to address the building permit forms following the attorney general’s opinion regarding assessors (not) entering properties; there is now a need for more information to be provided on the forms. At the request of Supervisor Kutchera, Burt County’s form updates and procedures were discussed amongst the Zoning Admin, Assessor and the Board.
