Minutes of the Burt County Board of Supervisors The Burt Co. Board of Supervisors met August 13, 2025 in the Boardroom of the Burt County Courthouse in Tekamah, Nebraska. Notice was given in Burt County Independent, on 1st floor courthouse bulletin board and on County website; proof of publication is on file with the Co. Clerk. The following members were present: Gary “Bird” Swanson, Jeff Kutchera, Sam Titus, Carl Pearson, Jay W. Johnson and Paul Richards. Not Present - Ted Connealy. The meeting opened at 9:00 A.M. with the pledge of Allegiance. Vice-Chairman Richards informed the public of the Open Meeting Act posted. The agenda was approved. The minutes of the 7/25/2025 Bd of Equalization and 7/28/2025 Bd of Supervisors meetings were approved. The July financial reports were approved for offices, Co. Fund Balances, and Receipts of $406,718.92. VERBAL OFFICE UPDATES: (1) Building & Grounds – Bruce Nathan; (2) Zoning – Ann Chytka. COMMUNICATIONS (2): (1) District Six Probation FY24-25 Recap & FY25-26 Budget. (2) Oakland City – Hearing Notices for determination of Blighted & Substandard Area. Lot Split signed for: JAY LINDSTROM - 5 ac. in pt. NE4NW4 of 20-21-9. Closed Session was held from 9:11 a.m. – 9:38 a.m. to discuss litigations. Present during closed session along with the Board was Co. Attorney Edmond Talbot, Zoning Administrator Ann Chytka and Board Secretary Sarah Freidel. No action was taken during closed session. NACO (Nebraska Assoc. of Counties) Updates: Candace Meredith, Deputy Director provided updates from the State Association. Burt County Ag Society: Dale Miller & Henry Unwin spoke - presented financials from 2025 Burt County Fair. Ag Society requested $100,000 from the County for 2026 operating budget, and one-time $25,000 extra pledge for ADA restroom and/or parking projects within the Burt County fairgrounds. No budget decisions were made by the County board at this time; they will discuss further during their budget decisions. Burt County office Inventories for FY 2025-2026 were received and placed on file. ROADS: Ann Chytka, Highway Superintendent: No action; Chytka provided updates. Announced that the public hearing for the One & Six Year project planning will be held Aug. 28th. Tornado Sirens: Jason Redding-Geu, Emergency Mgr. reported that siren at Harbor 671 is malfunctioning. He has a siren company he is going to work with to help him investigate the possibility of Grants for repair(s) and/or replacement of siren(s) within Burt County. PUBLIC COMMENT: Alex Chandler, rep. from Beeline Solar – stated landowners and the company filed a complaint in District Court against the Tekamah Joint Airport Zoning Board; he wanted to make it clear that the complaint is not filed against the County.
