Minutes of the Burt County Board of Supervisors The Burt Co Board of Supervisors met April 8, 2026 in the Boardroom of the Burt Co Courthouse in Tekamah, NE. Notice was given in the Burt Co Independent, on 1st floor courthouse bulletin board, and on the Co Website; proof of publication is on file with the Co Clerk. The following members were present: Ted Connealy, Gary “Bird” Swanson, Samuel M. Titus, Carl Pearson, Jay W. Johnson, Paul Richards and Jeff Kutchera. The meeting opened at 9:00 A.M. with the pledge of Allegiance. Chairman Kutchera informed the public that the Open Meeting Act is posted on the wall. The agenda was approved. The minutes of 3/27/2026 Bd of Supervisors meeting were approved. March Office Financial Reports, Receipts and Fund Balances, Sheriff’s Quarterly Reports were all approved. OFFICE UPDATES: (1) Sheriff – Eric Nick COMMUNICATION: From City of Tekamah – Public Hearings (April 22 & 23, 2026) for redevelopment areas (20th & O St.); notices per NE Community Dev. Law. APPOINTMENT regarding C-11(453) CoRd. HI & IJ - drainage study & culverts: Donette Jackson, 5000 Co.Rd. HI, Tekamah and Terry Shelton, 4824 Bay Cir., Tekamah had both requested time on the agenda to discuss their concerns. P&C Insurance - Review: Kevin Brenneis, Brenneis Insurance Agency Kevin shared the Travelers Ins review of 2025-26. Bids: 2026 was the year to receive P&C Ins bids, sealed bids were to be opened at 9:30 a.m.; only one bid was received: Brenneis Ins Agency - $230,003.61 with Continental Western Group. The County Board approved motion to accept the bid and proceed with coverage from Continental Western with effective date May 1, 2026. Insurance bids will be taken again in 4 years. New Liquor License – Casey’s (909 Hwy. 32, Oakland) Public Hearing was held 9:53 – 9:54 A.M., No public comments; the Liquor License was Approved. Burt Co Economic Development (BCEDC): Cindy Chatt, Director Fund 0900 Grants (5) were approved: 1- Residential Reno Grant: David & Cynthia Olson – 402 S 14th (Tekamah) windows ($2,618.48 - 50% low); 2 – Demolition Grants for City of Oakland – 201 E. Fulton ($5,366.25 – 50% low) & 205 E. Fulton ($3,190.00 – 50% low); 2- Commercial Reno Grants: Riverside Auction– 707 S.13th (Tekamah) new overhead & service doors ($15,000 max) and dt Photography LLC – 332 S. 13th (Tekamah) façade awning & lighting ($2,090.00 – 50% low). Fund 0900 is now out of funds; two (2) additional requests (Kelly 5, LLC and Vernon Zessin – Demo Grants) were approved by the BCEDC, but had to be held back from Co Board final approval until additional funding can be obtained. ROADS - BRIDGE INSPECTION BIDS for 2026: 64 - Routine Bridge Inspections and 1 – Non-redundant/Fx critical Structure. Two (2) quotes were received; Mainelli Wagner & Assoc. ($7,620) and Midwest Engineering Inc. ($6,455). Midwest Engineering was chosen to proceed with Burt Co’s 2026 Bridge Inspections. PUBLIC COMMENT: Donette Jackson, 5000 Co.Rd. HI, Tekamah – clarification about 2019 lawsuits; they did not sue Burt Co. The meeting adjourned at 10:19 A.M. Next meeting: April 28, 2026 at 9:00 A.M. SARAH J.
