Oakland Ave (Oakland) roof ($15,000 max) Update: The NPPD Economic Development is assisting BCEDC with strategic planning; surveys will be sent out. Zoning: Ann Chytka, Planning & Zoning Administrator BEELINE SOLAR ENERGY LLC – Conditional Use Permit (CUP) EXTENSION REQUEST Present speaking: Raphael Martinez with Sandhills Energy. Sandhills Energy requested a twelve-month extension, they request the construction commencement deadline be extended to September 26, 2027. Martinez reported the project’s interconnection availability date with OPPD has shifted to May 2029 and the extension would align the permit’s construction -commencement deadline more closely with the project’s actual development schedule. Supervisors approved the twelve-month extension (to September 26, 2027) for Beeline Solar project CUP. Sandhills paid the extension fees today. ROADS:Ann Chytka, Highway Superintendent One & Six Year Plan: A Public Hearing for the 2026-2027 One and Six Year Road Plan was held from 9:33-9:42 A.M. Chytka shared a map and listing (both placed on file and also posted on Roads webpage). There was no Public Comment. Resolution was passed; RESOLUTION #2026-12 “Whereas, the Burt County Highway Superintendent has prepared and presented a One-and- Six Year Plan for Highway Improvement for Burt County, Nebraska, and;“Whereas, a public meeting was held on the 28th day of August 2026 to present this plan, and all objections and recommendations of said plan were considered; “Therefore, be it resolved by the County Supervisors of Burt County, Nebraska, that the plan and data as furnished and/or revised are hereby in all things accepted and adopted.” Whereupon, the Resolution was declared passed by the Burt County Board of Supervisors on the 28th day of August 2026, at Tekamah, Nebraska. ANNUAL CERTIFICATION OF PROGRAM COMPLIANCE – 2026 Resolution was passed; RESOLUTION #2026-13 Whereas: State of Nebraska Statutes, sections 39-2115, 39-2119, 39-2120, 39-2121, and 39-2510(2), requires an annual certification of program compliance to the Nebraska Board of Public Roads Classifications and Standards; and Whereas: State of Nebraska Statute, section 39-2120 also requires that the annual certification of program compliance by each county shall be signed by the County Board Chairperson and shall include the resolution of the governing body of the county authorizing the signing of the certification.Be it resolved that the County Board Chairperson of Burt County is hereby authorized to sign the County Annual Certification of Program Compliance.Adopted this 28th day of August 2026 at Tekamah, Nebraska. Closed Session: 9:52 a.m. – 10:14 a.m. for the protection of public interest to discuss litigations. Present during closed session: Hwy Supt, Ann Chytka and Atty Ryan Kunhart. No action was taken during closed session. ROADS (cont.):C-11(456) Co.Rd. L Project: Chytka gave an update on the project and passed along a request from Western Engineering to change the scope of the project; they would like to go continuous during the overlay instead of mile-by-mile, explaining they’ll get a more even final product by doing so. The board approved the request. Midwest Engineering contract for C-11(456):Approval for Ann to sign. Co.Rd. K &Co.Rd. 19 Intersection: Chytka reported concerns brought to her office; she’s looking into it. FY 2026-2027 Budget: RESOLUTION #2026-14 GRANTING LEVY AUTHORITY TO OTHER GOVERNMENTS WHEREAS, pursuant to Nebraska State Statute 77-3443(3), all political subdivisions subject to County levy authority have submitted their respective preliminary levy allocation request resolution to the County Board, outlining the requested property tax levy allocation necessary to operate their government for the upcoming budget year; and WHEREAS, the County Board has reviewed such requests; and WHEREAS, pursuant to Nebraska State Statute 77-3443(4), the County Board is required to adopt a resolution determining the final allocation of levy authority for the political subdivision under the County’s levy authority by September 1st; and WHEREAS, pursuant to Nebraska State Statute 77-3443(1), the County Board may allocate up to 15 cents per one hundred dollars of taxable valuation of the County’s levy limit provided in Nebraska State Statute 77-3442 to other governments in the County. THEREFORE, IT IS HEREBY RESOLVED, that the final allocation of levy authority be established for the following political subdivisions for the tax year 2026: Fire Districts:up to 4 cents -- Cemetery Districts:up to 2 cents -- Townships:up to 9 cents -- $75,000.00 of the County’s five-cent miscellaneous levy will be allowed to the Ag Society under an Interlocal Agreement. IT IS HEREBY FURTHER RESOLVED that a copy of this resolution shall be forwarded to the chairperson of the governing body of said political subdivisions and that this final levy allocation shall not be changed except by agreement between both the County Board and the governing body of the political subdivision whose final levy allocation is at issue.ADOPTED AND DATED this 28th day of August 2026. The Board reviewed and revised the 2026-27 budget figures with the current valuation. The Budget Hearing will be held on Sept 9, 2026; the County will not have to participate in a Joint Public Hearing in 2026. PUBLIC COMMENT(S):none. The meeting adjourned at 12:20 P.M.
