City of Oakland Council Proceedings January 19th , 2026 Regular Council Meeting NOTICE IS HEREBY GIVEN that a regular meeting of the Mayor and City Council of the City of Oakland, Nebraska, will be held at 7:00 p.m. on Monday, January 19th, 2026, at the Municipal Building, 401 North Oakland Avenue in Oakland, Nebraska. Mayor Dan Jacobs started the meeting at 7:00 p.m. with Roll Call. Council President Nathan Anderson, Council Member Jeremiah Johansen, Council Member Scott Swenson, and Council Member Amy Denker-Rost were all in attendance. At 7:01pm Mr. Ted Japp approached Mayor and Council and introduced himself as running for legislature. Mr. Japp reviewed his priorities which are the following: protect innocent life defend the Second Amendment Fight for Farmers and Small Business Owners Eliminate Fraud and Waste in Government Deliver meaningful property tax relief Grow our rural communities Create opportunities for all Nebraskans Support families and parental rights Stand up for the most vulnerable Mr. Japp discussed he is originally from the Blair NE area. Council President Anderson inquired about his view on public school systems, rural water systems, and the "Epic" tax topic. 4. Council Member Johansen discussed the following for Water / Sewer Department: Water Service Agreement between Oakland NE and LENRD LERWS - Discussed that this will be on the February 2026 meeting. Need to discuss the cap of the rates and its percentage. Reviewed paragraphs 10 and #12. Discussed that a possible meeting may need to be set up between the City of Oakland NE and LENRD LERWS. Water Project Updates - The Water building is continuing to be built - ceiling is being worked on. The basin of the water tower is being worked on, potentially to have the full tower put together around the first of March 2026. Evaporator is still a work in progress. The water tower design was discussed and decided to be the American Flag option with the word Oakland. 5. At 7:40pm Council President Anderson made a motion to go into close session to discuss the public interest of Resolution 2025-7. Motion was seconded by Council Member Swenson. All present Voting: Aye (Johansen, Anderson, Denker-Rost, and Swenson) - 4, Nay - 0. At 8:04pm Council Member Johansen made a motion to go back into open session. Motion was seconded by Council Member Swenson. All present Voting: Aye (Johansen, Anderson, Denker-Rost, and Swenson) - 4, Nay - 0. 6. After much discussion of the two sealed bids that were opened in the December 2025 meeting. At 8:13pm Council Member Swenson made a motion to approve the bid of Logan Valley Investment - Roy Miller - with the $50,000, building to be built in a one-year span. Motion was seconded by Council Member Denker-Rost. All present Voting: Aye (Swenson, Denker-Rost, Johansen) - 3, Nay - 0, Abstain (Anderson). 7. At 8:15pm JEO Consultant Jon Mooberry approached the Mayor and Council about the awarding of bid for the Johnson Subdivision. After discussion of proposals and the "proposal" from page three (3). At 8:15pm Council President Anderson made a motion to approve the award to A & R Construction in the amount of $746,167.70. Motion was seconded by Council Member Denker-Rost. All present Voting: Aye (Johansen, Anderson, Denker-Rost, and Swenson) - 4, Nay - 0. At 3:20pm Council President Anderson made a motion to approve the "revised construction engineering proposal" Motion was seconded by Council Member Swenson. All present Voting: Aye (Johansen, Anderson, Denker-Rost, and Swenson) - 4, Nay - 0. 8. At 8:22pm Council Member Swenson made a motion to approve Dee Peterson as Oakland Heights board member to replace Kathy Rennerfeldt vacant spot. Motion was seconded by Council Member Denker-Rost. All present Voting: Aye (Johansen, Anderson, Denker-Rost, and Swenson) - 4, Nay - 0. 9. At 8:22pm Council Member Johansen made a motion to approve Water Project No. D311703 Group Maguire Iron Pay App # 7 in the amount of $47,500.00. Motion was seconded by Council Member Denker-Rost. All present Voting: Aye (Swenson, Denker-Rost, Anderson and Johansen) - 4, Nay - 0. 10. At 8:22pm Council Member Johansen made a motion to approve Water Project No. D311703 Group AB Payment #12 Eriksen in the amount of $266,000.00. Motion was seconded by Council President Anderson. All present Voting: Aye (Johansen, Anderson, Denker-Rost, and Swenson) - 4, Nay - 0. 11. At 8:25pm Council Member Johansen made a motion to approve Interlocal Agreement Between City of Oakland, Nebraska and City of Lyons, Nebraska regarding water inspection, maintenance, and operations which are within Resolution 2026-1. Motion was seconded by Council President Anderson. All present Voting: Aye (Swenson, Denker-Rost, Anderson and Johansen) - 4, Nay - 0. 12. At 8:25pm Council Member Johansen made a motion to adopt Resolution 2026-1 "A RESOLUTION OF THE CITY OF OAKLAND, NEBRASKA, APPROVING THE ATTACHED INTERLOCAL COOPERATION AGREEMENT WITH THE CITY OF LYONS, NEBRASKA, REGARDING WATER INSPECTION, MAINTENANCE, AND OPERATIONS; PROVIDING AN EFFECTIVE DATE." Motion was seconded by Council President Anderson. All present Voting: Aye (Swenson, Denker-Rost, Anderson and Johansen) - 4, Nay - 0. 13. Discussed that the meeting will be March 9th, 2026, due to conflict with the March 16th, 2026, meeting date. 14. Adjourn at 8:30 P.M.
