City of Oakland Council Proceedings AUGUST 25TH, 2025 Regular Council Meeting NOTICE IS HEREBY GIVEN, that a regular meeting of the Mayor and City Council of the City of Oakland, Nebraska, will be held at following the Budget Workshop on Monday , August 25th, 2025 at the Municipal Building, 401 North Oakland Avenue in Oakland, Nebraska for the regular monthly meeting. The public had been advised of the meeting by the publication of notice in Oakland Independent as well as three public places: City Auditorium, Post Office, and First NE Bank of Nebraska. Mayor Dan Jacobs started the meeting at 8:24 p.m. with Roll Call. Council President Nathan Anderson, Council Member Jeremiah Johansen, Council Member Scott Swenson, and Council Member Amy Denker-Rost were all in attendance. The agreement includes a Contribution in Aid of Construction fee of $9,887.00. Installation is set to be completed on or before November 15, 2025. Motion was seconded by Council Member Denker- Rost. At 8:51pm Council Member Johansen made a motion to approve Water System Improvements project – Groups A&B Pay App 8 for Eriksen Construction in the amount of $610,858.46. Motion was seconded by Council President Anderson. All present Voting: Aye (Swenson, Denker-Rost, Anderson and Johansen) - 4, Nay - 0. 3. At 8:52pm Council Member Denker- Rost made a motion to approve he use of the Water Department South Shed to be utilized as storage for the Logan East Rural Water mower. Motion was seconded by Council Member Swenson. All present Voting: Aye (Anderson, Denker-Rost, and Swenson) - 3, Nay - 0. Abstain: (Johansen) – 1 4. At 8:53pm Council President Anderson made a motion to approve City Clerk Eisenmenger to attend the September 24th - 26th 2025 LNM conference in Lincoln Ne. Motion was seconded by Council Member Denker-Rost. All present Voting: Aye (Swenson, Denker-Rost, Anderson and Johansen) - 4, Nay - 0. 5. At 8:54pm Council Member Johansen made a motion to approve Keno Funds to be provided to the Disc Golf tournament " Dash for the Dala" on September 27th, 2025, within the Oakland Park. Request of club and sponsorship money in the request of $750.00. Motion was seconded by Council Member Denker-Rost. At 8:55pm Council Member Swenson made a motion to approve the annual renewal agreement with Heartland Natural Gas. Motion was seconded by Council Member Denker-Rost. At 8:26pm Council Member Johansen made a motion waive the three (3) readings of Ordinance "767" -AN ORDINANCE OF THE CITY OF OAKLAND, NEBRASKA, AMENDING MUNICIPAL CODE SECTIONS 8-602 (DEFINING CONSUMER FIREWORKS) AND 8-604 (PERTAINING TO THE SALE OF FIREWORKS); REPEALING ANY AND ALL OTHER ORDINANCES AND CODE SECTIONS IN CONFLICT HEREWITH; PROVIDING AN EFFECTIVE DATE. Motion seconded by Council Member Swenson. All present Voting: Aye (Swenson, Denker-Rost, Anderson and Johansen) - 4, Nay - 0. At 8:26pm Motion was made by Council President Anderson to approve and adopt Ordinance "767" -AN ORDINANCE OF THE CITY OF OAKLAND, NEBRASKA, AMENDING MUNICIPAL CODE SECTIONS 8-602 (DEFINING CONSUMER FIREWORKS) AND 8-604 (PERTAINING TO THE SALE OF FIREWORKS); REPEALING ANY AND ALL OTHER ORDINANCES AND CODE SECTIONS IN CONFLICT HEREWITH; PROVIDING AN EFFECTIVE DATE. Motion seconded by Council Member Johansen. All present Voting: Aye (Johansen, Anderson, Denker-Rost, and Swenson) - 4, Nay - 0. 8. At 8: 55pm Council President Anderson made a motion to approve Resolution 2025-2 " Municipal Annual Certification of Program Compliance 2025". Motion seconded by Council Member Swenson. At 8:59pm Council President Anderson made a motion to approve and adopt Resolution 2025-3 City Insurance: Annual LARM (League Association of Risk Management) Renewal Proposal for 2025-2026. Motion was seconded by Council Member Swenson. All present Voting: Aye (Johansen, Anderson, Denker-Rost, and Swenson) - 4, Nay - 0. 10. At 9:02pm Council President Anderson approve and adopt Resolution 2025-4 "RESOLUTION OF THE BOARD OF DIRECTORS CITY OF OAKLAND NE ADOPTING THE LOCAL HAZARD MITIGATON PLAN UPDATE PREPARED BY LOWER ELKHORN NATURAL RESOURCES DISTRICT & LEWIS AND CLARK NATURAL RESOURCES DISTRICT".
